CITY C~NCIL OF THE CITY OF PLEASA~.fON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 83-365 RESOLUTION OPPOSING DUBLIN'S SPHERE OF INFLUENCE EXTENDING SOUTH OF 1-580 WHEREAS, the City of Pleasanton has an established sphere of influence which includes that area south of 1-580 and east of the Pleasanton Ridge; and WHEREAS, Dublin has become an incorporated City and Pleasanton has recommended that all areas north of 1-580 be removed from Pleasanton's sphere of influence, including that area which is now within the boundaries of the City of Dublin; and WHEREAS, the City of Dublin has requested that the Dublin sphere of influence include areas south of 1-580 now in the City of Pleasanton's sphere of influence; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. The City Council of the City of Pleasanton strongly objects to the City of Dublin's sphere of influence including any areas south of 1-580 freedfay, particularly that area now within the City of Pleasanton's sphere of influence for the following reasons: The 1-580 freeway is an appropriate boundary between Pleasanton and Dublin in that it is a well established line that can be understood by everyone and it presents a major barrier to access between the two cities. The City of Pleasanton can more easily and efficiently provide services south of 1-580 than can the City of Dublin: e.g. provide abundant water service because of the new reservoir to be located west of Foothill Road; provide immediate fire response because of a new fire station to be constructed near the Stoneridge Shopping Center; provide immediate police services because of the substation located in the Stoneridge Mall, provide recreational services at Moller and Muirwood Parks; and water and sewer lines are currently installed west of Foothill which could easily be extended to provide water and sewer service to that area.
