EXHIBIT "B" <br /> <br />Environment al Imp%~:t Findings. <br /> <br />Significant Effect: Potential incompatibility with planned <br />hospital site. <br /> <br />Finding: The use of construction techniques and insulation <br />materials will reduce interior noise to acceptable levels. <br /> <br />Facts: The project developers will be required to conduct <br />accoustical analyses in the area of Santa Rita Road and <br />West Las Positas Boulevard to determine necessary noise <br />mitigation measures. <br /> <br />Significant Effect: Regional pressures to increase quantity <br />of available residential land and densities of allowed <br />residential development. <br /> <br />Finding: Pleasanton's local zoning and growth management <br />procedures remain intact: mitigating this effect in <br />Pleasanton; other jurisidctions exercise independent land <br />use authority to manage growth. <br /> <br />Fact: Market forces dictate that employment centers <br />develop only where an adequate supply of workers reside <br />with:n a reasonable commuting distance. <br /> <br />Fact: Growth rates, locations, and densities are regulated <br />by governmental agencies' land planning functions. <br /> <br />Significant Effect:' Development will be located on potentially <br />unstable or expansive soils and in an area of high ground- <br />shaking potential. <br /> <br />Finding: The implementation of soils and engineer's <br />recommendations and incorporation of building code require- <br />ments in construction will mitigate these impacts. <br /> <br />Facts: importation of non-expansive soils, selective <br />grading procedureS, etc. would be supervised by engineering <br />staff while appropriate earthquake resistant design <br />standards in the Uniform Building Code would minimize <br />earthquake impacts. <br /> <br />Findings: The restricted grading schedule, efforts to <br />revegetate disturbed, erodable sloDes, and provision for <br />installation of on-site retention basins will reduce <br />erosion potential. <br /> <br /> <br />
