WHEREAS, WHEREAS, WHEREAS, WHEREAS, ~MEREAS, WHEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION N0.83-273 RESOLUTION APPROVING A MITIGATED NEGATIVE DECLARATION FOR APPROVAL OF PLANS FOR WIDENING VALLEY AVENUE BETWEEN HANSEN DRIVE AND THE ARROYO DEL VALLE at its meeting of July 12, 1983, the City Council received a proposed mitigated negative declaration for approval of plans and specifications for Valley Avenue improvements between Hansen Drive and Arroyo del Valle; and the City Council has received and reviewed the Initial Study dated July 5, 1983 and received the recommendations of the staff and Planning Commission; and a duly noticed public hearing was held at which time the public was given the opportunity to comment on the environmental impacts of the proposed development plan; and the City Council has reviewed the potential impacts in accordance with the applicable state and local guidelines governing the preparation of mitigated negative declarations and environmental impact reports; and the Initial Study prepared by the City staff indicated that there may be significant imDacts upon the environment, but that conditions of approval would render these potential impacts insignificant; and the City Council finds that based upon the review of the Initial Study, and the testimony and docu- mentary evidence presented at the public hearing that there may be significant impacts on the environment, but that conditions listed in Section 1 below as mitigations render these potential impacts insignificant; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: Approves a Mitigated Negative Declaration for approval of the plans and sDecifications for Valley Avenue imDrovements between Hansen Drive and Arroyo del Valle, subject to the following mitigating conditions:
