CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 83-269 <br /> <br />RESOLUTION DECLARING OPPOSITION TO THE WITHDRAWAL <br />OF THE COUNTY OF ALAMEDA FROM THE SOLID WASTE <br />MANAGEMENT AUTHORITY <br /> <br />WHEREAS, <br /> <br />the Pleasanton City Council approved a Joint Exercise <br />of Powers Agreement for the formation of the Alameda <br />County Solid Waste Management Authority on July 26, 1976; <br />and <br /> <br />~EREAS, <br /> <br />the objective of establishing the Alameda County Solid <br />Waste Management Authority was to create a city-county- <br />special district solid waste management authority <br />responsible for and capable of plan imDlementation, <br />plan administration, policy making, budgetary, planning <br />and enforcement of the Alameda Countywide Solid Waste <br />Management Plan; and <br /> <br />I~tEREAS, <br /> <br />a considerable amount of work remains to be done in <br />carrying out the objective of the plan; and <br /> <br />WHEREAS, <br /> <br />the plan requires continuous monitorin~ and updating <br />in response to chan~ing conditions and technologies; <br />and <br /> <br />WHEREAS, <br /> <br />withdrawal of the County of Alameda from the Alameda <br />County Solid Waste Management Authority will effectively <br />terminate the existence of the Alameda County Solid <br />Waste Management Authority and will seriously imDede <br />the ability to Dlan for and carry out the management <br />of solid waste disDosal activities in Alameda County <br />in a coordinated and comDrehensive manner; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: The City Council of the City of Pleasanton does hereby <br /> declare it is opposed to the withdrawal by the County <br /> of Alameda from the Alameda County Solid Waste Management <br /> Authority. <br /> <br />Section 2: <br /> <br /> The City Council requests the Board of Supervisors <br />of Alameda County to rescind its action withdrawing <br />from the Alameda County Solid Waste Management Authority. <br /> <br />Section 3: The City Clerk of this City is hereby directed to <br /> forward copies of this resolution to the Board of <br /> <br /> <br />
