IV.

RECOMMENDATIONS

A. East of Santa Rita Raod

1. New Line Along Arroyo Mocho(East of Santa Rita Road)

The 15" portion of the trunk line along Santa Rita Road and
West Las Positas Boulevard is undersized for the amount of
sewage flow generated (original entitlement and projected
requirement). A new line, paralleI to the existing 15" line,
and running along the Arroyo Mocho, should be installed to pick
up the sewage generated from the area east of E! Charro Road
(Area 22) and be connected into the trunk line near the
intersection of Santa Rita Road and Arroyo Mocho. Alameda
County is currently reviewing a business park development
proposal for Area 22. The proposed land use for this business
park would be R&D and light industrial. This parallel line
would alleviate the capacity problem in the existing 15" line.

If the areas east of Santa Rita Road were allowed to flow
only their original entitlement, a new 12" parallel line would
be required and the flow in the existing 15" line will be below
the maximum capacity (See Figures 4 and 5). If the same areas
were allowed to generate their current or projected flow, a new
21" and 24" line (with proper interconnects) is required and the
flow in the existing 15" line would be at or below the maximum
capacity.

In order to minimize the overloading in the portion

of the trunk line, east of the SPRR tracts, any development
in the area south of the Arroyo Mocho and east of Santa
Rita Road (Area 16, 17, 18 and 19) should

-8-
