CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 83-77 RESOLUTION REAFFIRMING COUNCIL'S DESIRE TO COMPLETE THE VALLEY AVENUE-PICO AVENUE-BERNAL AVENUE LOOP AND URGING THE COOPERATION OF THE RAILROADS TO ACCOMMODATE THE PROPOSED PROJECT WHEREAS, since 1958, the Circulation Element of the City's General Plan has called for a circular major arterial loop consisting of Bernal Avenue, Pico Avenue, and Valley Avenue; and WHEREAS, the owners of Valley Business Park and the City ~staff are especially interested in the completion of the Valley Avenue segment from Busch Road to Stanley Boulevard; and WHEREAS, the owners of Valley Business Park have indicated their interest in formation of an Assessment District to construct a portion of this loop and have provided preliminary plan line and construction plan engineering; and WHEREAS, City staff has recently met with reDresentatives of the State Public Utilities Commission and the railroad companies regarding an at-grade crossing on the Valley Avenue section of the loop and it appears that possible operational changes are necessary to allow the at-grade crossing; and WHEREAS, Council finds that the extremely high cost of a grade separation at this location renders such a grade separation infeasible and that the construction of an at-grade crossing would allow elimination of the existing private railroad crossing at the Kaiser Sand and Gravel entrance; and WHEREAS, at its meeting of February 22, 1983, Council reviewed a staff report dated February 16, 1983 from the Director of Public Works and Utilities describing the proposals for this loop project; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: Council reaffirms its desire to complete the Valley Avenue-Pico Avenue-Bernal Avenue looD, as called for by the April 1982 General Plan Map. Section 2: Directs staff to diligently pursue Valley Avenue Extension Project with parties. the ProDosed all affected
