CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 83-77 <br /> <br />RESOLUTION REAFFIRMING COUNCIL'S DESIRE TO <br />COMPLETE THE VALLEY AVENUE-PICO AVENUE-BERNAL <br />AVENUE LOOP AND URGING THE COOPERATION OF THE <br />RAILROADS TO ACCOMMODATE THE PROPOSED PROJECT <br /> <br />WHEREAS, <br /> <br />since 1958, the Circulation Element of the City's <br />General Plan has called for a circular major <br />arterial loop consisting of Bernal Avenue, Pico <br />Avenue, and Valley Avenue; and <br /> <br />WHEREAS, <br /> <br />the owners of Valley Business Park and the City <br />~staff are especially interested in the completion <br />of the Valley Avenue segment from Busch Road to <br />Stanley Boulevard; and <br /> <br />WHEREAS, <br /> <br />the owners of Valley Business Park have indicated <br />their interest in formation of an Assessment <br />District to construct a portion of this loop and <br />have provided preliminary plan line and construction <br />plan engineering; and <br /> <br />WHEREAS, <br /> <br />City staff has recently met with reDresentatives <br />of the State Public Utilities Commission and the <br />railroad companies regarding an at-grade crossing <br />on the Valley Avenue section of the loop and it <br />appears that possible operational changes are <br />necessary to allow the at-grade crossing; and <br /> <br />WHEREAS, <br /> <br />Council finds that the extremely high cost of a <br />grade separation at this location renders such a <br />grade separation infeasible and that the construction <br />of an at-grade crossing would allow elimination of <br />the existing private railroad crossing at the <br />Kaiser Sand and Gravel entrance; and <br /> <br />WHEREAS, <br /> <br />at its meeting of February 22, 1983, Council <br />reviewed a staff report dated February 16, 1983 <br />from the Director of Public Works and Utilities <br />describing the proposals for this loop project; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: Council reaffirms its desire to complete the <br /> Valley Avenue-Pico Avenue-Bernal Avenue looD, as <br /> called for by the April 1982 General Plan Map. <br /> <br />Section 2: Directs staff to diligently pursue <br /> Valley Avenue Extension Project with <br /> parties. <br /> <br />the ProDosed <br />all affected <br /> <br /> <br />
