EXHIBIT A <br /> <br />POLICY FOR A RECREATION GROUP SPONSORSHIP AND CLASSIFICATION <br /> <br />Recommended to Supplant Resolution No. 66-92, adopted June 12, 1966 <br />by the Pleasanton City Council. <br /> <br />General Policy <br /> <br />That City-owned recreation and park facilities or any <br />facilities which the City has rights to use through <br />leases and/or agreements are to be used primarily for <br />the people of Pleasanton: 1) informally, 2) through <br />the activity program of the department(s), 3) in <br />conjunction with joint school and city recreation programs, <br />4) through groups organized to promote one or more specific <br />interest areas of recreation. <br /> <br />That, in general, recreation programs which are for <br />public use, open to all, and so organized and con- <br />ducted as to be consistent with the aims and principles <br />of the Department of Recreation and Human Resources <br />and are comprised of at least 75% Pleasanton residents, <br />should be allowed use of City owned and/or controlled <br />facilities without cost or at the lowest cost feasible. <br /> <br />That, charges for use of park and recreation facilities <br />owned or controlled by the City will be graduated in <br />scale and in direct proportion to the type of group <br />using such facilities. (See Sec. II for definition of <br />these groups.) <br /> <br />That, certain activities which have no immediate relation <br />to the general purpose of the Community Leisure Opportunities <br />Program should be considered of low priority when granting <br />use of City owned or controlled recreation and park <br />facilities. When use is granted, a fee should be assessed <br />comparable to private or commercial rates, for temporary use <br />only, and should not compete or detract from the Community <br />Leisure Opportunities Program. <br /> <br />This policy of sponsorship provides for various levels of <br />assistance to different types of groups and specifies what <br />requirements shall be met for qualification of this <br />assistance. However, all parties are to note that the <br />City is not obligated to fulfill any or all requests of any <br />particular group requesting assistance, whether or not <br />they meet any or all requirements for such ass]stance, <br /> <br /> <br />
