do many of the proposals discussed up to this point, i.e. ensuring <br />rental multiple housing as a portion. of total multi-family housing <br />and exempting certain rental housing projects from growth manage- <br />ment review. Additional methods should be considered in order to <br />accomplish this purpose. By so doing, projects that will in fact <br />provide more "affordable" housing can be facilitated. <br /> <br />Implementation Program 2: To investigate the formu- <br />lation of a local home ownership program designed to <br />provide moderate income households with the oppor- <br />tunity to enter the home-buying market. <br /> <br />Realistically, moderate income housing options are currently <br />limited to the rental market in Pleasanton. To increase the <br />chances for home ownership among this segment of the popula- <br />tion, the City should review the various approaches to making <br />ownership more widely available and seek to implement those <br />measures seen as most feasible given local market conditions. <br />Amendments to the zoning and subdivision ordinances and the <br />encouragement of manufactured and modular housing might reduce <br />development costs to the point where moderate income house- <br />holds could once again become homeowners. The City has also <br />established a mortgage revenue bond program to subsidize first- <br />time buyers. <br /> <br />-26- <br /> <br /> <br />
