Implementation Program 2: To exempt subsidized <br />housing projects meeting appropriate design and <br />location criteria from the requirements of the <br />growth management program. <br /> <br />In accord with the 13% lower income housing policy this program <br />has already been implemented. Past growth management practices <br />have provided that 10% of each yearly authorization for allo- <br />cation made by the City Council be for "subsidized lower-income <br /> <br />housing." Such housing has been defined as that "qualifying <br /> <br />for any state or federal subsidized housing program designed to <br />provide housing to households eligible for federal lower income <br />assistance programs as defined by the Department of Housing and <br />Urban Development." <br /> <br />Implementation Program 3: To encourage inclusion of <br />subsidized housing units in market rate housing <br />projects and to encourage inclusion of market rate <br />housing units in subsidized housing projects. <br /> <br />In order to accomplish integration of lower and moderate income <br />housing within the community, the concept of "scattering and <br />blending" as opposed to concentrating subsidized housing is <br />seen as an essential ingredient of the housing program. <br /> <br />-18- <br /> <br /> <br />
