2. For services described under Section I.C.1 com- pensation shall be two percent (2%) of construc- tion cost. Compensation for services described under Section I.C.2 and I.C.3 shall be included within the compensation provided for Section I.B services. For services described under Section I.D., Com- pensation shall be on a time-and-materials basis according to the hourly rate schedule attached as "EXHIBIT A." The CONSULTANT shall provide all necessary sub-consultants to complete the work under Sec- tion I.A, B, C and D as part Of Fee Proposal given above. Cost of Construction shall be construed to mean either (1) final cost paid to contractor, or (2) total cost indicated by an awarded construction contract, or (3) most up-to-date estimate of construction cost based upon completed plans (listed in order of preference).
