Where <br />appropriate, peak hour percentages may be adjusted by up to 25 <br />percent to account for flex-time, staggered work hours and other <br />measures that result in the use of non-traditional p.m. peak hour <br />periods. Currently in Pleasanton the peak hour is 4:30 to 5:30 p.m. <br />The use of peak hour adjustment factors does not eliminate any <br />traffic, it merely assumes less peaking in a single hour and a <br />spreading of peaking tendencies. Peak hour adjustment factors are <br />typically only applied to employee intensive projects which are <br />susceptible to improvements through voluntary Transportation Systems <br />Management (TSM) measures. <br /> <br />10. Trip Distribution - Trip distribution is standardized within north <br /> Pleasanton and is specified in Figures i through 7. Distribution <br /> figures other than those shown must be approved in advan~.e of the <br /> study by the City. Trip percentages shown are for outbound p.m. <br /> peak only. Inbound p.m. peak hour trips are based on standard <br /> references and include 20 percent for employee intensive trips and <br /> 30 percent for residential based trips. Non-standard inbound <br /> percentages shall be approved in advance by the City. <br /> <br />11. BUild-Out Dates - All projects shall be assumed to be built-out <br /> within approximately two years of the most recent Citywide traffic <br /> survey. The traffic engineer shall calculate levels of service at <br /> the build-out date using the assumed intersection configuration to <br /> be available at that date. Where build-out intersection <br /> configurations are different from those currently existing, they <br /> shall be based on approved and guaranteed construction projects as <br /> certified by the City. <br /> <br />12. Method of Calculating Level of Service - The City of Pleasanton uses <br /> a modified Critical Lane Analysis method of volume-tO-capacity <br /> calculation and level of service determination. Appendix 2 <br /> describes this method in some detail. All traffic studies conducted <br /> in North Pleasanton shall utilize these methods. <br /> <br />13.
