CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 84-562 <br /> <br />RESOLUTION IN OPPOSITION TO PROPOSITION 36 <br /> <br />WHEREAS, the Jarvis IV Initiative Constitutional Amendment will <br /> appear on the November ballot as Proposition 36; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 would increase the inequity of the prop- <br />erty tax system, give tax rebates to some property <br />owners, and result in tax increases for other property <br />owners; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 will unfairly widen the gap between taxes <br />paid by property owners with properties of similar <br />market values; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 would increase the prevalence of minority <br />rule against the wishes of the majority by requiring a <br />2/3 vote for a multitude of local tax and service fee <br />issues; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 will make it difficult for local govern- <br />ment to raise the necessary operating, expansion and <br />maintenance funds necessary to provide vital services <br />and support a healthy local economy; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 will continue the shift of power from the <br />local level to the state and federal levels, resulting <br />in a weakening of the "Home Rule" concept; and <br /> <br />WHEREAS, Proposition 36 will make local government less respon- <br /> sive to the wishes and needs of its constituents; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 will weaken the widely applauded Proposi- <br />tion 13-related "pay-as-you-go" practice for many local <br />services; and <br /> <br />WHEREAS, <br /> <br />Proposition 36 will impede local business expansion and <br />economic growth by severely limiting the ability of lo- <br />cal government to finance capital improvements and in- <br />frastructure; and <br /> <br />WHEREAS, Proposition 36 does not pass the "good government" test; <br /> and <br /> <br />WHEREAS, <br /> <br />Proposition 36 is opposed by a coalition of diverse or- <br />ganizations, including many that supported Proposition <br />13; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br /> <br />
