SECTION 8. Meetings of the Board. (a) The Board shall hold at least one regular meeting each year, and, by resolution, may provide for the holding of regular meetings at more frequent intervals. The date upon which, and the hour and place at which, each such regular meeting shall be held shall be fixed by resolution of the Board. (b) Special meetings of the Board may be called in accordance with the provisions of Se(tion 54956 of the Government Code of the State of California. (c) Aii meetirigs ot the Board shall be called, noticed, held and conducted subject to the provisions of the Ra!ph M. Brown Act (Chapter 9 (commencing with Section 54950) of Part I of Division 2 of Title 5 of the Government Code of the State of California). (d) ~he se_~retary of th~ Authority shall cause minutes oF all meetings of the Board to be .~ept allc: shall, as soon as possible after each meeting, cause a copy of the ii, inutc~ to be ro~,!,arded to each member of the Board and to the respective city clerks of each of ti~e Cities. (e) Three nlembers of the Board shall constitute a quorum for the transaction of business, except that less than a quorum may adjourn from t~me to time. Any action of the Board shall require the affirmative vote of not less than three members. SECTION 9. 9f~_i_c_e__r_si__DU_t_iesl Official Bonds. (a) The Board shall elect a chairman of the Authority and a vice- chairman of the Authority from among its members and shall appoint a secretary of the Authority who may, but need not, be a member of the Board. (b) is hereby designated as treasurer of the Authority. Subject to the applicable provisions of any indenture or resolution providing for' a trustee or other fiscal agent, the treasurer is designated as the depositary of the Authority to have custody of all the money of the Authority, from whatever' source, and, as such, shall have the powers, duties and responsibilities specified in Section 6505.5 of the Joint Powers Law. (d) The City Council of shall determine the charges to be made against the Authority foF'~6"~'~"'~f the treasurer and auditor- controller to the e~tent unencumbered funds are available therefor. (e) The t~'easurer and auditor-controller of the Authority are designated as the public officers or persons whn have charge of, handle, or have access to any proper~y of the Authority, and each such officer shall file an official bond with the secretary oF the Authority in an amount to be determined by the Board. If and to the extent permitted by law, any such officer may satisfy this
