BACKGROUND
On April 28, 2009, the Council conducted a public workshop for the purpose of
prioritizing City Council projects for the upcoming year. The process was similar to
previous priority setting workshops in that the City Council had an opportunity to review
both existing and potential new projects and to prioritize and /or reprioritize these
projects in a way that meets the Council's expectations. The end result of this process
is an Annual Work Plan (work plan) that is designed to inform the community of the
Council's "shared vision" and provide the City Manager with the policy direction needed
to direct City resources including preparation of the annual Budget which is currently
underway.
The work plan does not rank projects in various degrees of priority (e.g. high, medium,
low priority, etc). Rather, all projects in the work plan are included equally as part of the
City's work effort. However, to help define the Council's prioritized work plan, the
projects have been placed in broad goals /categories as follows:
Develop Bernal Community Park.
Complete a comprehensive General Plan Update and pursue long -term
advanced planning activities.
Maintain fiscal sustainability.
Address affordable housing needs.
Implement improved traffic circulation measures.
Foster economic prosperity; pursue and expand green economy opportunities.
Strengthen youth programs, services and activities.
Assure a safe and secure community.
Protect and enhance Pleasanton's quality of life.
Pursue environmental awareness, health, land use and preservation issues.
Operate an effective and cost efficient government.
DISCUSSION
When reviewing the work plan, it should be noted that many can be described generally
as "special projects meaning that they have a definite start and completion date and
are not part of the City's regular ongoing service efforts. As an example, while the City
devotes a substantial amount of its resources to providing planning services, carrying
out the update to the General Plan is a unique project conducted in addition to "normal"
planning service activities. As a result, the update to the General Plan is included in the
work plan while providing ongoing planning services is not. Nevertheless, the City
Manager regularly takes necessary steps to assure that ongoing services are consistent
with service standards expected from the community.
To assure staff continues to provide a high level of customer service for all of its
ongoing service oriented programs, the issue of balancing staff resources from "special"
projects to ongoing services will require City staff to review current workloads and make
changes where appropriate. These changes may involve efficiency improvements,
reorganization of workload and in unique particular instances, such as significant
planning or engineering projects, utilization of various types of consultants /contract
Page 2 of 3
