BACKGROUND <br /> On April 28, 2009, the Council conducted a public workshop for the purpose of <br /> prioritizing City Council projects for the upcoming year. The process was similar to <br /> previous priority setting workshops in that the City Council had an opportunity to review <br /> both existing and potential new projects and to prioritize and /or reprioritize these <br /> projects in a way that meets the Council's expectations. The end result of this process <br /> is an Annual Work Plan (work plan) that is designed to inform the community of the <br /> Council's "shared vision" and provide the City Manager with the policy direction needed <br /> to direct City resources including preparation of the annual Budget which is currently <br /> underway. <br /> The work plan does not rank projects in various degrees of priority (e.g. high, medium, <br /> low priority, etc). Rather, all projects in the work plan are included equally as part of the <br /> City's work effort. However, to help define the Council's prioritized work plan, the <br /> projects have been placed in broad goals /categories as follows: <br /> Develop Bernal Community Park. <br /> Complete a comprehensive General Plan Update and pursue long -term <br /> advanced planning activities. <br /> Maintain fiscal sustainability. <br /> Address affordable housing needs. <br /> Implement improved traffic circulation measures. <br /> Foster economic prosperity; pursue and expand green economy opportunities. <br /> Strengthen youth programs, services and activities. <br /> Assure a safe and secure community. <br /> Protect and enhance Pleasanton's quality of life. <br /> Pursue environmental awareness, health, land use and preservation issues. <br /> Operate an effective and cost efficient government. <br /> DISCUSSION <br /> When reviewing the work plan, it should be noted that many can be described generally <br /> as "special projects meaning that they have a definite start and completion date and <br /> are not part of the City's regular ongoing service efforts. As an example, while the City <br /> devotes a substantial amount of its resources to providing planning services, carrying <br /> out the update to the General Plan is a unique project conducted in addition to "normal" <br /> planning service activities. As a result, the update to the General Plan is included in the <br /> work plan while providing ongoing planning services is not. Nevertheless, the City <br /> Manager regularly takes necessary steps to assure that ongoing services are consistent <br /> with service standards expected from the community. <br /> To assure staff continues to provide a high level of customer service for all of its <br /> ongoing service oriented programs, the issue of balancing staff resources from "special" <br /> projects to ongoing services will require City staff to review current workloads and make <br /> changes where appropriate. These changes may involve efficiency improvements, <br /> reorganization of workload and in unique particular instances, such as significant <br /> planning or engineering projects, utilization of various types of consultants /contract <br /> Page 2 of 3 <br />
