BACKGROUND In April 2009 a new RFP was developed and Contract Sweeping Services submitted the lowest bid for street sweeping 7,500 curb miles per year and 23 parking lots in the City. Contract Sweeping Services is out of Stockton, California with over 51 years of experience. Contract Sweeping Services also has installed a Global Positioning System (GPS) which will enable the City to view via computer internet where the sweepers are at all times. References include the Cities of Stockton, Ceres, Dixon, and Campbell. Summary of Proposed Agreement Under the terms of the agreement, the contractor will provide once -a -month sweeping in the residential areas totaling 7,500 curb miles annually. Curb miles are defined as the miles of each curb (or edge of pavement where no curb exists) of a City street. Twice per month sweeping will be provided in the commercial areas except for Downtown commercial streets which will be swept twice per week. The Contractor will also provide twice per month sweeping to 23 designated City parking lot areas. This agreement also includes provisions for both unscheduled and emergency sweeping services when requested by the City. The proposed agreement provides the following level of service to our community: Sweeping in residential areas will be done on the same day of the week each month (except for holidays), which will be coordinated to avoid conflict with garbage pick up days. The contract requires that sweeping machines not be over five years old. This will result in newer sweepers being used with less noise and emissions. Contract Sweeping Services will be required to submit a monthly report of miles swept and tons of debris picked up by zone. Sub roe y: 7 Fiscal Review: Approve, by: Daniel J. S David P.
