BACKGROUND
In California, consumers purchasing motor oil currently pay a surcharge at the point of
purchase. This mechanism was created to fund a program to help ensure waste oil is
properly managed in California. The major goals of the Used Oil Block Grants are:
1. Providing the public with convenient collection locations for used oil
2. Increasing the demand for recycled oil products
3. Developing methods to motivate the public to recycle their used oil.
The Fire Department uses existing staff, as well as a contractor to staff the Grant
program. We regularly visit the California Integrated Waste Management Board
Certified Use Oil Collection Facilities in Pleasanton to assist them in providing used oil
collection services and to help ensure they are following program guidelines. We have
developed a used oil public outreach program to provide citizens with information
regarding used oil and filter drop point locations, the need to properly manage waste oil
and filters to keep petroleum contaminants out of soil and surface waters. In addition,
we give away free of charge oil funnels and collection containers to citizens who change
their own oil. Used Oil grant funds continue to allow the City of Pleasanton to fund
effective used oil and filter management programs.
Submitted by: Fiscal Review: Approved by:
William Cody avid P. ulver Nelson Fialho
Fire Chief Finance Director City Manager
Attachments:
1.
