BACKGROUND <br />The subject project was authorized in the 2008/2009 Capital Improvement Program. <br />The project consists of the replacement of approximately 1,250 linear feet of curb and <br />gutter, 2,000 S.F. of sidewalk /driveway, and installation of 125 access ramps on <br />Pleasanton Avenue, Old Bernal Avenue, Paseo Santa Cruz and vicinity, Muirwood <br />Drive and vicinity, Riesling Drive, Arbor Drive, Moselle Court, Touriga Court, Bordeaux <br />Street, Sylvaner Drive, Madeira Drive, Mirador Drive, Foothill Road and the Pleasant Hill <br />Road area. It also involves the installation of detectable warning surfaces on 50 <br />existing access ramps within the City in order to upgrade the ramps to meet Americans <br />with Disabilities Act requirements. <br />This project will correct deficient sections of curb and gutter along roadways that are <br />scheduled for resurfacing under the Annual Street Resurfacing project for FY 2008/09. <br />This work is critical in order to improve drainage and pedestrian safety. The City's <br />Streets Division performed curb and gutter improvements on the remaining streets <br />under the same Annual Street Resurfacing project. <br />DISCUSSION <br />Bids <br />An engineer's estimate for the project was calculated at $350,000. Sealed bids were <br />opened on April 22, 2009, with a total of ten (10) bids received that ranged from <br />$279,882 to $453,560 (see Attachment 1). The apparent low bid amount was received <br />from Rosas Brothers Construction of Oakland. All bid documents were found to be in <br />order and past work performed by Rosas Brothers Construction was verified to be <br />satisfactory. Staff recommends award of the construction contract to the lowest <br />responsible bidder, Rosas Brothers Construction. <br />Budget <br />Project funding and estimated expenditures are presented in Attachment 2 to this <br />report. Staff is recommending a 20% project contingency ($55,976) due to anticipated <br />requests from residents for additional work during construction and to accommodate <br />other necessary field adjustments. <br />Page 2 of 3 <br />
