Dowling Associates, Inc.
Transportation Engineering Planning Research Education
Trip Assignment
Trip assignment input assumptions (capacities by facility type, speed -flow curves, etc.) will be reviewed for
validity and recommended changes, if any, will be documented for the City's review.
Review and Update Cut Through Assumptions
Dowling proposes that quantification of external trips continue to be based on traffic counts at each of the
model gateways. The traffic counts will be split into trip purposes using information from the MTC model.
Work trip assumptions (in- commute versus out- commute) will be checked against data from the 2000 Census
CTPP. The regional model will also be used to determine growth rates for the external trips. For both the
base and future years, the external trips will be adjusted to balance with the Pleasanton trips calculated from
the trip generation rates.
If additional origin- destination surveys are required, Quality Counts could be available to support City Staff
1.6 MODEL VALIDATION
The revalidation for the Pleasanton model will once again include screenline validation, road type validation
and dynamic validation. The validation will consider daily, AM and PM peak hour traffic.
Screenline Validation
The current screenlines as shown below are recommended for the City of Pleasanton model revalidation. A
typical goal would be for total model- estimated traffic across the screenline to be no more than ten percent
higher or lower than the total traffic counts on each sctccnline.
City of Pleasanton
2009 Traffic Model Update
8
May 13, 2009
