Dowling Associates, Inc. <br />Transportation Engineering Planning Research Education <br />SCOPE OF WORK <br />ATTACHMENT 3 <br />This section presents an outline of our proposed work plan for technical and professional services pertaining <br />to the refinement, validation, application and training for the transportation model. We have developed a <br />simple approach based on our many years of modeling experience, and believe that this plan will meet all of <br />the City's goals for this study. Please note that while all of the work scope items identified in the City's RFP <br />are included herein, they may have been reorganized to tit our methodology and approach. <br />In summary, the Dowling Associates team will act as on -call consultants with the goal of providing high <br />quality, cost effective responses to request for technical modeling support. <br />TASK 1 MODEL UPDATE <br />1.1 KICK -OFF MEETING <br />Dowling Associates will consult with City staff to discuss model update issues and then will prepare a draft <br />model methodology working paper for review by the City. The working paper will address the following <br />issues: <br />Recommended changes to the model road network, inside and outside the City of Pleasanton. <br />Recommended changes to the zone system and zone connectors. <br />Land use categories and trip generation rates, most likely based on ITL Trip Generation (convert to <br />variable equations vs. single average rates). <br />Required level of interface with the City of Livermore, City of Dublin, Alameda County Congestion <br />Management Agency (CMA), Contra Costa Transportation Authority (CCTA), and the MCC regional <br />travel demand models (e.g., where will Livermore and Dublin trips come from) <br />Procedure for analysis of non -auto and transit modes (e.g., most likely a factoring process based on <br />origin destination data by travel mode from the MTC model). <br />Appropriate forecast years for approved (2015?) and buildout (2035 <br />Peak spreading needs. <br />Procedure for development of intersection volumes (counts, Furness adjustments. etc.). <br />Model validation criteria and screenlines, including commute patterns and cut- through traffic. <br />Advantages and disadvantages of using a base year matrix estimation process that fits trips to traffic <br />counts <br />The model methodology working paper and associated maps will be modified in response to comments by <br />City staff. <br />1.2 COLLECTION AND REVIEW OF EXISTING DATA <br />Current Documents <br />Dowling Associates will work with City staff to ensure that we have knowledge of any documents or studies <br />occurring in the Tri- Valley region which may provide valuable information for the 2009 model update <br />process.
