BACKGROUND <br />The Transportation Development Act is a State of California law that provides funding <br />through State sales tax for projects that comply with regional transportation plans. The <br />Metropolitan Transportation Commission oversees the distribution of these funds within <br />the nine county MTC region. MTC makes annual allocations of TDA funds to eligible <br />claimants after review of submitted applications. <br />This report recommends that the City Council adopt the attached resolution approving <br />an application to the MTC for Transportation Development Act (TDA) Article 3 funds in <br />the amount of $110,449. Eligible projects for these funds include: construction and/or <br />engineering of a capital project; to maintain a bikeway that is closed to motorized traffic; <br />for a bicycle safety education program; to develop bicycle or pedestrian facilities; or for <br />restriping of bike lanes. In the past, these funds have been used to supplement the <br />sidewalk and curb ramp CIP program. With the completion of the draft Pedestrian and <br />Bicycle Master Plan, several new high priority projects have been identified. These two <br />projects rank as high priority projects, but since they are newly defined projects, they <br />have not been identified in the current Capital Improvement Program. These two <br />projects will be added to the Capital Improvement Program in order to track their <br />progress. <br />DISCUSSION <br />The City of Pleasanton Bicycle and Pedestrian Advisory Committee has reviewed this <br />item and recommends that this application be submitted for the installation of bicycle <br />detection equipment at selected signalized intersections (approximately 30) and for <br />installation of bike racks at several City facilities. The locations for the placement of the <br />bicycle detection equipment have not yet been determined.
