Councilmember McGovern supported reinstallation of the lights, stating that it is crucial for enhancement of traffic and resident safety. Mayor Hosterman cautioned that the lights are not a panacea to future accidents but should help the situation. Councilmember Thorne voiced support for reinstallation based on existing safety issues. Councilmember Sullivan acknowledged the safety issues and desire for increased lighting but remained concerned that the lighting is excessive. He suggested that the City take a step back, study the lighting in adjacent sections of Foothill Road, and devise a comparable design that is appropriate without being disruptive. He cautioned that to make this decision tonight, without the context of the overall environment, could be as negative as what the City Council did in 1990. Councilmember Cook-Kallio confirmed that to consider redesign and alteration of current infrastructure would exponentially increase costs. Mr. Kelcourse explained that conduit wires and pole bases are the most costly element and any other design would likely entail reconstructing the entire system. Councilmember Cook-Kallio said that she understands LEDs to put off less "glow" than other lights and that Councilmember's' concerns over excessive lighting could be mitigated through LED fixtures. Mr. Fialho confirmed. He referenced the LED fixtures in place on First Street and noted that the poles are spaced at shorter than normal intervals in order to create the lighting standard necessary for that street. He said his initial reaction was that this is a fairly rural area and was unsure that, as staff, he would like to support reinstallation of these lights. Since then, staff has driven the length of Foothill Road and found that the lighting standards being proposed for this section are similar to what one would see all the way out to Stoneridge Mall except that this lighting is all on one side of the road. Councilmember Cook-Kallio asked if there are any trees or shrubbery in place that would diffuse the lighting impacts to the properties of Mr. Arioto and Mr. DeCoite. Mr. Fialho suggested that the Council choose either not to install the last three lights or to work in cooperation with the residents to establish a design that provides more downward illumination and creates a lesser impact on the property itself. Councilmember Cook-Kallio asked if there are any statistics on the burglaries committed in the area. Mr. Roush said no, it was a limited number of events but they happened in a very short period of time and several homes were hit at the same time. Councilmember McGovern confirmed that it would be possible to ask staff to work with residents on the removal or redesign of the last 3 lights, to consider conversion to LED fixtures, and to examine what redesign would be needed to accommodate that. MOTION: It was m/s by McGovern/Cook-Kallio to approve the reinstallation of 18 street lights on Foothill Road adjacent to the Golden Eagle Development and a contract with Vista Universal, Inc. in the amount of $39,348 for installation of said lights with the following conditions: 1) that staff work with residents on the removal or redesign of the last 3 lights; 2) utilize light skirts to maximize preservation of the night sky; and 3) examine conversion to LED light fixtures.
