RESOLUTION NO. 09-276 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />RESOLUTION APPROVING THE ALLOCATION OF FEDERAL AND CITY FUNDS <br />RELATIVE TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />PROGRAM FOR FISCAL YEAR 2009 (2009/10) <br />WHEREAS, Community Development Block Grant (CDBG) funds are distributed to <br />metropolitan cities, urban counties, states, and consortia of local governments by the <br />Department of Housing and Urban Development (HUD); and <br />WHEREAS, HUD encourages jurisdictions to plan for the use of federal funds in multi- <br />year program cycles for the purposes of planning and implementation of housing and <br />community development programs; and <br />WHEREAS, the City of Pleasanton is a participating jurisdiction under the Alameda <br />County HOME Consortium and receives an annual formula allocation of federal funds from the <br />Home Investment Partnership Program (HOME) to enable certain housing projects and <br />activities which benefit low income persons; and <br />WHEREAS, the City Council finds that the use of City Lower Income Housing Funds to <br />supplement CDBG funds is an appropriate use under certain conditions as listed in Resolution <br />No. 94-80 adopted in July 1994; and <br />WHEREAS, at its meeting of April 7, 2009, the City Council reviewed the report of the <br />Assistant City Manager regarding the proposed CDBG program funding allocation for Fiscal <br />Year 2009; <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. Council approves the overall funding program for the City's Community <br />Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs for <br />Fiscal Year 2009 as depicted in Table A, including an estimated total of $250,000 in CDBG <br />funds, $180,000 in HOME funds, and $80,729 in City Housing Funds. Any surplus CDBG public <br />services funding shall be allocated to the four underfunded projects in proportion to the amount <br />that was underfunded for each project. Any surplus CDBG capital funding should be allocated <br />to the Housing Rehabilitation Program while reducing the HOME funding by the same amount to <br />keep the total allocation constant. <br />SECTION 2. Council authorizes the City Manager to enter into individual contracts with <br />each agency receiving Pleasanton CDBG and HOME funding in FY 2009 and to take all other <br />necessary actions to carry out the programs for FY 2009. <br />SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into <br />the book of original resolutions. <br />
