Councilmember McGovern said she would like to vote for this, said she has invested a lot of time in <br />it, but she was supporting it with an MOU in place which she felt would allow us to further negotiate <br />the regional policy plan. <br />City Manager Fialho confirmed the motion includes regional framework to be submitted to the <br />Council for consideration prior to LAFCO annexation, and authorizing staff to make some minor <br />revisions to the documents, exhibits, environmental findings, etc. to reflect more accurately the <br />motion. <br />Motion: It was m/s by Cook-Kallio/Thorne to approve Option 3, as amended to include regional <br />framework to be submitted to the Council for consideration prior to submitting an application to <br />LAFCO for annexation, and authorizing staff to make minor revisions to the documents, exhibits, <br />environmental findings, etc. to reflect more accurately the motion. Motion passed by the following <br />vote: <br />Ayes: Councilmembers Cook-Kallio, Thorne, Mayor Hosterman <br />Noes: Councilmembers McGovern and Sullivan <br />Absent: None <br />Councilmember Sullivan said since the Council is not interested in providing an additional two <br />weeks for people to challenge this, and since there is a huge difference of opinion, he felt Council's <br />action should be ratified by the voters prior to building the extension. The project is not going to be <br />ready for LAFCO until late this year, and it would allow the community to weigh in on the decision <br />Motion: It was m/s by Sullivan/McGovern to have voters ratify the Stoneridge extension prior to it <br />being built.
