MINUTES <br />CITY OF PLEASANTON <br />SPECIAL CITY COUNCIL MEETING <br />February 24, 2009 <br />CALL TO ORDER <br />Mayor Hosterman called the special meeting to order at the hour of 7:00 p.m. <br />REPORT OF CLOSED SESSION <br />City Attorney Roush reported the City Council met in Closed Session to discuss legal issues <br />concerning the Final EIR and related planning documents for the Staples Ranch project, and there <br />was no action to report. <br />ROLL CALL <br />Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Absent: None <br />PUBLIC COMMENT -None <br />Continued from February 3, 2009 -Public Hearing: PSP-11 and PRZ-44, Stoneridge Drive <br />Specific Plan Amendment/Staples Ranch Project: <br />a) Consider approval of Staples Ranch Development related documents including the <br />Environmental Impact Report (EIR), Environmental Findings, Statement of Overriding <br />Considerations, Mitigation Monitoring and Reporting Plan, the Stoneridge Drive <br />Specific Plan Amendment (Staples Ranch Project), Rezoning/Pre-zoning of Staples <br />Ranch Property to the Planned Unit Development (PUD) District. <br />b) Consider whether the full extension of Stoneridge Drive should be a part of the <br />Stoneridge Drive Specific Plan Amendment/Staples Ranch Project. <br />City Manager Fialho noted the item was considered and continued from the February 3, 2009 <br />Council meeting. The Council requested additional information regarding the environmental <br />analysis that has been conducted, a general discussion about a regional framework, comments <br />related to the San Joaquin spearscale, the potential location of the Sharks Facility and the <br />alignment of Stoneridge Drive. <br />Assistant City Manager Steve Bocian provided an overview of the project; discussed <br />recommendations contained in the February 3rd report, and reviewed information regarding <br />Stoneridge Drive and the San Joaquin spearscale. <br />He presented the specific plan area adopted in 1989, 124 acres of undeveloped land bounded by EI <br />Charro, the Arroyo Mocho, I-580 and the development in Pleasanton. He described and presented <br />plans for the proposed project which includes a 37-acre auto mall, a 45 acre senior continuing care <br />community being developed by CLC, 11 acre retail development, a 17 acre community park and a 5 <br />acre neighborhood park that includes a storm water retention basin, as well as roads and <br />infrastructure including the construction of EI Charro Road. He discussed the neighborhood park <br />and storm water detention basin, stating the Council approved the park's relocation such that it <br />would be up against the roads planned for the project, rather than being located behind the future <br />commercial area. Abridge is proposed over the Arroyo Mocho which would extend Stoneridge <br />Drive, as well as an EVA between Auto Mall Place and Stoneridge Drive. He presented a slide of <br />
