Actions of the Planning Commission, April 15, 2009 <br />Commissioners Present: Commissioners Phil Blank, Kathy Narum, Greg O'Connor, <br />Arne Olson, and Jennifer Pearce. <br />Commissioners Absent: Commissioner Anne Fox. <br />PTR-8004, Pamela Hardy, Ponderosa Homes II, Inc. <br />Application for Vesting Tentative Map approval to subdivide an approximately 23.1-acre <br />site located at 1 Reimers Drive in the Ironwood Planned Unit Development into <br />110 single-family home lots plus four common area parcels. Zoning for the property is <br />PUD-LDR/MDR/HDR/ P&I & Mixed P&I/MDR (Planned Unit Development - Low <br />Density Residential/Medium Density Residential/ High Density Residential/Public & <br />Institutional and Mixed Public & Institution/Medium Density Residential) District. <br />Action recommended: Approval. <br />Action taken: Approved per staff, with the following modifications: <br />1. Add a condition that the project's homeowners association shall share with the <br />Ironwood Development the pro rata maintenance cost of the landscaping on <br />both sides of Ironwood Drive, including the median; both edges of Busch <br />Road, excluding the median; Reimers Drive, including the traffic circle; and the <br />northernmost edge of Valley Avenue, including the Iron Horse Trail corridor, no <br />later than after 80 percent of the homes have been sold; and <br />2. Add language to Condition No. 29 that the applicant shall not be required to <br />pay the appraised value of the 39 trees to be removed. <br />Vote: 5-0. <br />PCUP-238, William Webster and Sandi Bohner (Little Valley Winery) <br />Application for a Conditional Use Permit to operate awine-tasting room, retail store, and <br />outdoor seating area at 739 Main Street, Suite J. Zoning for the property is Central <br />Commercial (C-C), Downtown Revitalization, Core Area Overlay District. <br />Action recommended: Approval. <br />Action taken: Approved per staff, with the following modifications: <br />1. Delete Condition No. 4 requiring advance City notification of scheduled events; <br />2. Delete Condition No. 9 requiring the installation of signs inside the building <br />relating to loitering; <br />3. Delete Condition No. 11 requiring documentation of compliance with the City's <br />Noise Ordinance; <br />4. Modify Condition No. 2 amending the days and hours of operation to seven days <br />a week from 10:OOa.m. to 10:00 p.m.; <br />5. Modify the first sentence of Condition No. 3 to read as follows: "If additional <br />#e~ -ate activities beyond what is stated in the applicant's written <br />narrative... are desired, prior City review and approval are required." <br />6. Modify the first sentence of Condition No. 16 to read as follows: "Outside <br />washing of floor mats, containers, equipment, etc. is not allowed unless a <br />contained wash area is provided on-site." <br />Vote: 5-0. <br />Page 3 of 4 <br />
