DISCUSSION <br />San Jose Arena Management (SJAM) is proposing to operate an outdoor ice rink, to be <br />called Sharks Holiday Ice at Pleasanton, during the holiday season over five years <br />beginning in 2009-2010. The nearest holiday ice rinks are located in Walnut Creek, San <br />Jose and San Francisco; thus, a holiday ice rink in Pleasanton will be a welcome <br />seasonal amenity for the Tri-Valley region. Insomuch as a holiday ice rink is a popular <br />recreational attraction, it is also a significant economic stimulus in that users of the <br />rink-estimated to be 20,000 to 30,000 over a holiday season-will patronize downtown <br />restaurants, shops and services during their visit. <br />The key elements of this joint venture are described in the narrative following; the <br />specific terms of are defined in the attached license agreement (see Attachment 1). <br />Location <br />The ice rink would be located on a mutually agreed upon property within the downtown <br />district. In 2009, the northern half of the City's Library parking lot-the portion that fronts <br />along Old Bernal Avenue-has been identified as the location for the ice rink (see <br />Attachments 2 and 3). Among the primary reasons this location was selected are the <br />availability of parking in the City complex after business hours and on weekends and <br />holidays, and the proximity to existing electricity to supply the power needed to keep the <br />ice frozen. As specified in the license agreement, the City will lease the site to SJAM for <br />$1 per year. In future years, to enhance the experience of those visiting the ice rink, the <br />location of the ice rink could change depending on the availability of parking, electricity, <br />and other considerations. Options may include other City-owned sites or privately <br />owned property in the Downtown (e.g., the former Domus parking lot, the Round Table <br />Pizza parking lot, etc.). <br />Hours of Operation <br />Most of the activity at the ice rink will be during the evening and weekend hours when <br />residents and employees are not conducting business with the City, thus parking <br />spaces throughout the City campus will be available for use by Library and ice rink <br />patrons. During peak use times there may be demand for additional parking spaces; the <br />City is currently exploring the temporary use of the vacant 3-acre parcel across from the <br />Library for either employee or ice rink parking. <br />The ice rink will operate seven days a week during the following hours: <br />Monday -Friday: 12:00 noon - 10:00 pm <br />Saturday: 10:00 am - 10:00 pm <br />Sunday: 11:00 am - 10:00 pm <br />Depending on requests for use by school and corporate groups, the rink may be opened <br />between 9:00 am - 12:00 noon to accommodate these users. At the discretion of SJAM, <br />the rink may be closed for severe or inclement weather. <br />Page 2 of 5 <br />
