BACKGROUND <br />Operational History of the Radayeva Music Studio <br />On April 19, 2006 the Planning Commission approved Conditional Use Permit <br />PCUP-154 for one-on-one piano lessons conducted by the applicant, Ms. Rimma <br />Radayeva, at 1228 Quarry Lane, Suite A., in the Valley Business Park. (The Planning <br />Commission staff report and conditions is attached to the City Council's packet as <br />Attachment 5.) The applicant began operating the music studio according to the <br />Commission approval. <br />Over time, Ms. Radayeva added vocal and violin lessons to the approved piano <br />instruction; increased the number of instructors from one to five providing instruction at <br />a single time; extended the operating hours from 10:00 a.m.-9:00 p.m. to <br />10:00 a.m.-9:30 p.m.; and purchased five baby grand pianos for her studio. Staff <br />discovered this change when an instructor requested a Zoning Certificate Approval and <br />a Business License from the Planning Division and Business License Division, <br />respectively. <br />The original 2006 Commission action stated that changes to the project can be referred <br />to the Planning Commission for consideration. Staff believed that the modifications <br />warranted Planning Commission review, and Ms. Radayeva submitted Conditional Use <br />Permit PCUP-237 to approve the expansion. <br />Site Description <br />The Valley Business Park is an approximately 69-acre business park adjoining the <br />south side of Valley Avenue, easterly of Santa Rita Road. It has a mix of uses including <br />professional and medical offices, light manufacturing, industrial, religious institutions, <br />recreation and tutoring facilities, and private schools. The General plan designation for <br />the park is General and Limited Industrial. The zoning is PUD - I (Planned Unit <br />Development - Industrial) District. (The Valley Business Park's permitted and <br />conditional uses are attached to the City Council's packet as Attachment 8.) <br />The Radayeva Music Studio occupies an approximately 1,497-square-foot, owner- <br />occupied suite, in the northeast corner of an existing multi-owner/tenant building <br />(1228 Quarry Lane). This building is divided into six condominium suites and totals <br />approximately 15,272 square feet. Each suite has individual entrance/exit doors and <br />roll-up (overhead) doors for loading/unloading if needed by the business. The roll-up <br />door to the music studio was converted to an office window. <br />The aerial photograph on the following page shows the buildings at 1228 and <br />1236 Quarry Lane and the Radayeva Music Studio's floor plan. The music studio is <br />divided into four individual rooms, main office, waiting area, and an unused area. <br />Restrooms are provided for instructors, parents, and students. All common walls have <br />been sound-proofed in conjunction with the previous Conditional Use Permit approval. <br />The music sessions are approximately one hour in length per student. Access to the <br />Music Studio's parking is by a two-way driveway from Quarry Lane. <br />Page 2 of 8 <br />
