Collaborative, is jointly administered with the City of Berkeley, with l5 certificates going <br />to Berkeley, and 34 to cover the City of Oakland and the HOME Consortium. <br />HCD administers aProject-Based Rental Assistance (PRA) grant to provide 14 units of <br />permanent supported housing at Alameda Point. Participants include veterans and <br />survivors of domestic violence who are homeless and have one or more disabilities <br />targeted by Shelter Plus Care. <br />FY 2009 Amount(s): (no direct allocations to Pleasanton arc anticipated) <br />Homeless Prevention and Rapid Re-Housing_ [[PRP <br />The American Recovery and Reinvestment Act of 2009 authorized funding to establish <br />the Homeless Prevention and Rapid Ro-Housing Program (IIPRP) utilizing the existing <br />SI IP Program formula. HPRP is focused on housing for homeless and at-risk households <br />and will provide temporary financial assistance and housing relocation and stabilization <br />services to individuals and families who are homeless or would be homeless but for the <br />assistance. "fhe City of Pleasanton did not receive a direct allocation of HPRP funds from <br />IIUD, however the City is working with Livermore, Dublin, and othcrjurisdictions within <br />Alameda County to submit ajoint application to apply through the State NOFA (Notice <br />of Funding Application) pass-through allocation for these funds. Staff is researching all <br />possible options for use of these funds as part of the application, and developing <br />strategies in leveraging the funds with other available resources to meet local needs. <br />Eligible activities include housing-either financial assistance to help pay for housing, or <br />services deigned to keep people in housing or to find housing. Financial assistance may <br />include; rental assistance, security and utility deposits, utility payments, moving cost <br />assistance and motel vouchers. Housing relocation and stabilization services may include <br />case management, outreach, housing placement, legal services, and financial <br />education/creditrepalr services A portion of funds, as specified by the 1 [UD and eligible <br />through the State NOFA (up to 5%) will be applied for program administrative costs. <br />FY 2009 Amount(s): [to be determined <br />STATF, <br />California Housing Finance Agency (CAIHhA) <br />CaIHFA provides a variety oftax-exempt bond financing for the creation and <br />preservation of affordable housing. Cal[IFA also provides bond financing for qualified <br />first-time homebuycrs. Several years ago, the City successfully refinanced the mortgage <br />for Ridge Vicw Commons, a 200-unit apartment complex for very low income seniors. <br />The refinancing included an interest rate buy-down which improved the project's cash <br />Clow and may yield enhanced affordability in the future as the project's finances stabilize. <br />Aaiun Plnn - H'YU9 <br />City of Plensnn ton <br />PaKc 6 <br />
