following a public hearing, but there has been no discussion by the Council about what the <br />framework should look like, the criteria for developing it, no public input, and he voiced concern <br />about its adoption without including the Highway 84 widening. <br />Councilmember McGovern said the new Draft General Plan coming forward has a statement on this <br />in Program 1.6. It talks about providing an EVA linking Stoneridge Drive to EI Charro to serve <br />emergency access needs for development of the Staples Ranch site. It then talks about the <br />timetable for construction for the Stoneridge Drive extension..."It will depend on Pleasanton <br />reaching an agreement with its regional partners; the cities of Livermore, Dublin, County of <br />Alameda for a strategic approach and funding plan for relieving traffic congestion in the Tri-Valley." <br />This agreement will be embodied in a policy plan adopted by the City Council following a public <br />hearing; that includes a plan that prioritizes funding for improvements to I-580, I-680 and State <br />Route 84, and requires completion of a regional arterial network that includes Dublin Boulevard, <br />Jack London Boulevard, North Canyon Parkway and the Stoneridge Drive extension." In looking at <br />the draft proposal in the staff report, she said there is an entire portion of information regarding <br />prioritizing and funding which is missing. <br />Councilmember McGovern referred to Attachment 6 to last week's staff report, Findings and <br />Statements of Overriding Considerations to the EIR, which lists the two-lane extension of <br />Stoneridge Drive to serve the senior continuing care facility, the community park, the bridge over <br />the Arroyo, but does not address Stoneridge Drive. In today's report, she did not see any <br />discussion of that either, and she believed there were environmental impacts of significance to the <br />Air Quality Section, there is a section on Growth Management where we are taking it out and <br />making it a development agreement, and she believed this should be discussed after public <br />comment. <br />Vice Mayor Cook-Kallio said she thought she heard that the current conditions reflected in the Final <br />EIR were actually a response to comments made when the draft was circulated. She clarified that <br />once people make comments, they are addressed, and there is the ability to comment on the Final <br />EIR just prior to approving it. Mr. Roush said as a result of a comment and a response, it could <br />trigger additional work and a re-circulation of some or all of the EIR. Staff concluded based upon <br />the information, this is not necessary. This is staff's recommendation and Council can reach a <br />different conclusion. <br />Vice Mayor Cook-Kallio referred to the Triangle Study map, and said the City has no real control <br />over Highway 84 except for the leverage we have with State officials. She believes the map <br />presumes the connection of Stoneridge also, but Councilmember Sullivan said his point is that it <br />also shows improvement on Stoneridge over connecting it without Highway 84. <br />Vice Mayor Cook-Kallio questioned if one could presume without the connection, LOS at <br />intersections could worsen. Mr. Fialho said the City's General Plan assumes a certain circulation <br />network at build-out and Stoneridge Drive is part of that. Vice Mayor Cook-Kallio said therefore, <br />one could make the assumption that without the connection, it would worsen. Mr. Fialho said <br />without certain contemplated improvements, including SR 84, Stoneridge Drive, Busch Road, and <br />EI Charro, traffic circulation in the City would worsen. <br />Councilmember McGovern questioned if it was also a matter of timing. If improvements occur to the <br />entire community with SR 84 and Stoneridge Drive, it will not be as impacted as it will be if <br />Stoneridge is put through now without any of the other improvements. She recalled that CEQA <br />requires re-circulation if significant or additional information is added to the EIR.
