Mr. Tassano said both mitigations have been identified and are included in the traffic impact fee. <br />Knowing there was not Council support for a triple southbound left turn, other alternatives are being <br />explored. <br />Councilmember McGovern said the mitigations do not change the intersection to an acceptable <br />level, as it still goes to LOS F with Stoneridge Drive is the first phase. She confirmed with Mr. <br />Tassano that all identified work was mitigation within the context of the traffic impact fee. <br />He noted staff also has a mitigation which will work to improve existing and future conditions of the <br />triple southbound left turn, which has been in the City's impact fee for 10 years. <br />Councilmember McGovern questioned if the impact fees would be enough to fund all of the <br />mitigations. <br />Mr. Fialho said new development pays its fair share, and as fees are collected over time and <br />improvements prioritized, staff makes the decision based on funding which projects to construct. <br />Councilmember McGovern did not believe this mitigates traffic congestion and it requires extensive <br />amounts of mitigation to keep traffic flowing. <br />Councilmember McGovern referred to the Traffic Report which states the City did not address traffic <br />impacts of special events at the ice center, and questioned if that analysis had been done. <br />Mr. Tassano said the project sponsor provided additional mitigation on how they are going to <br />establish off-site travel to special events. <br />Councilmember McGovern believed it should be analyzed. She said it also states the Ice Center <br />requires parking demands and supply studies to identify the required on-site parking and methods <br />for supplementing it with off-site parking. Regarding the traffic report, at the time of preparation of <br />the report, the project site design available for review by consultants did not provide sufficient detail <br />to evaluate the bicycle or pedestrian access features to be incorporated into the project, and she <br />confirmed with Mr. Tassano that this had not been studied in the context of the EIR. He said <br />comments were received on trail extensions and other elements included in the project. <br />Vice Chair Cook-Kallio referred to the LOS at Santa Rita and Valley, and confirmed with Mr. <br />Tassano that with the extension of Stoneridge, a lot of small improvements will occur. There is no <br />magical improvement at Santa Rita and Valley; it does pull about 200 vehicles off of Santa Rita at <br />Valley, and what staff finds at that location is that we have 100-150 vehicles that make the left turn <br />traveling southbound. <br />Councilmember McGovern said the traffic report talks about the ice skating rink adding additional <br />trips that may not have been calculated in the EIR until the alternative was discussed. <br />Councilmember Sullivan said he was having difficulty piecing together the traffic information for this <br />project. There was a traffic report done for the Draft EIR, but the actual Draft EIR itself did not talk <br />about the extension of Stoneridge Drive, it did not identify mitigations, air quality and noise impacts <br />on neighborhoods.
