She questioned if this would be <br />discussed at some point. <br />City Manager Fialho said assuming the Council approves the Specific Plan, individual PUD's will <br />come forward and the Council will address each project on a case-by-case basis and identify <br />specific conditions you would apply to the project. He said the Council has this flexibility as well as <br />with the other projects like the auto mall, where the Council may not want to include two-story <br />parking up above the dealerships. <br />Councilmember McGovern questioned whether Option 3 includes a 4-lane highway or looking at the <br />2-lane highway option. <br />Councilmember McGovern referred to the health risk assessment to be done to look at air <br />pollutants by the freeway. In other reports, there were at least three other pollutants over the <br />BAAOMD threshold of 80 lbs. and she hoped to also look at those in the survey because the ice <br />rink adds to those. She hoped the survey will allow seniors to be able to sit outside, have patios, <br />etc., because that is an ultimate mitigation if levels are too high. <br />Vice Mayor Cook-Kallio said Option 3 does not mention specifically whether or not it is 2 or 4 lane, <br />but her intention would be to have both bridges built at the same time. City Manager Fialho said the <br />build out would be 4 lanes and the City would need to do additional modeling to determine whether <br />a 2-lane configuration actually works. <br />Councilmember Thorne said his preference would be either a 2 or 4 lane road. <br />Councilmember Sullivan questioned how the extension relates to other regional improvements and <br />regional framework policy. Vice-Mayor Cook-Kallio said the discussion has to do with opening EI <br />Charro, Dublin Blvd., and this is one of the things that will cause Stoneridge to be effective. If the <br />City were to build it tomorrow, Dublin Blvd. would be ready to open in 2011 or 2012, and then EI <br />Charro would also be done. She hoped that in discussions with regional partners, this will also be <br />looked at as being part of the regional framework to encourage the full funding of SR 84, which she <br />recognizes neither the County or City have full control over funding. She would hope to use that <br />regional discussion to show good faith to make sure SR 84 stays where it is or moves up, and this <br />could be used with State Assembly Members and Senators. <br />Councilmember Sullivan questioned whether we will use our General Plan language about the <br />regional framework. Vice Mayor Cook-Kallio said there is nothing in the option that discusses that. <br />To her, this is a policy statement to start as soon as possible with regional discussions. <br />Councilmember McGovern said the water is already listed as impaired by Diazinon, and asked that <br />this be prohibited and not just limited. City Manager Fialho said staff has determined it can be <br />prohibited as part of the project approval. <br />Councilmember McGovern said in reading conditions of approval, there have been changes with <br />CLC, the development agreement and the growth management ordinance will not be in place for <br />this development. Mr. Roush said there is nothing to prohibit the Council when the development is <br />presented from coming up with a construction schedule amenable to the Council. Under the growth <br />management ordinance, it locked it into no more than 350 citywide, including only 150 for that <br />particular project. The development agreement will provide flexibility to allow the project to build out <br />faster if they need to, rather than be limited by the growth management ordinance. It does not <br />remove the Council's ability to phase it.
