ATTACHMENT 12 <br />PMCC-'1. <br />VINEYARD VILLA <br />3263 Vineyard Avenue <br />MINUTES <br />Thursday, January 8, 2009 <br />7:00 P.M. at Vineyard Villa Mobile IIome Park <br />Present: Michael Roush, City Attorney; Donna. Decker, Principal Platmer; <br />Natalie Amos, Assistant Planner; and Susy Forbath with Gilchrist & Rutter, <br />representative of the property owner. <br />Bill Fritsch, resident, introduced City staff and Ms. Forbath. He also outlined how the meeting <br />would "run". <br />Ms. Amos introduced herself and explained thaC the intent of tonight's meeting was to address <br />questions/concerns that the residents may have. She explained that there will be no physical <br />change to the property through this application. Ms. Amos stated that the condominium <br />conversion would be for ownership of the "airspace" for each unit within the park. She then <br />outlined how the planning process works and that action on the application will be taken by the <br />Planning Commission during a public hearing scheduled later in the month. <br />Mr. Roush explained the rent stabilization agreement and that the residents may not have an <br />interest in owning at this time in which case those who do not want to buy could continue to pay <br />rent as in the same situation as it exists today. Mr. Roush stated that is what would happen if the <br />conversion would go through. <br />Mr. Roush mentioned that last spring or summer everyone was sent a survey to indicate their <br />interest in the park conversion and if they were interested in buying a lot. He stated they <br />received back approximately 120 responses and out of those responses approximately 42 people <br />were in favor of the conversion, about 37 were not in favor, and 40 were not sure one way or the <br />other as they needed more information. Ile noted that based on the return of that survey, the City <br />felt the majority were in support of the residential conversion and based on that information the <br />property owner proceeded to file an application with the City to convert the park to the <br />residential ownership as has been described tonight. <br />Mr. Roush stated that the City felt it was important to have this park community meeting to <br />answer questions about the process and any planning or legal issues. He noted that the owner's <br />representative is also here to answer questions regarding the program. He explained that the <br />mobile park still remains, but the change to condominium is a legal matter in terms that you Gave <br />to convert to condominium, but it is basically condominium airspace. He stated that if this <br />conversion goes through, everything would still remain the same for Yen years, then after the ten <br />year period, the owner could start selling lots. Ile stated that at that time, you would have the <br />opportunity to buy that lot or continue to pay rent. He mentioned that the Tenant Impact Report <br />that was handed out earlier in the week explains this process.
