THE CITY OF ^ ^ <br />-° ~°' "='~ "" CITY COUNCIL AGENDA REPORT <br />[~L£~S~4NTONm <br />April 7, 2009 <br />Assistant City Manager <br />TITLE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND <br />HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUND <br />ALLOCATIONS FOR FISCAL YEAR 2009 <br />SUMMARY <br />Staff estimates that Pleasanton will receive approximately $250,000 in CDBG funds for <br />FY 2009 (2009/10). The final grant amount has not yet been provided by HUD and has <br />been delayed this year due to passage of the economic stimulus package. This report <br />summarizes the new applications that were received from local non-profit agencies for <br />FY 2009 CDBG funding and makes a recommendation for the allocation of funds for the <br />coming fiscal year, which begins July 1, 2009. <br />HUMAN SERVICES COMMISSION RECOMMENDATION <br />Allocate CDBG funds as detailed in Attachment 2. Any surplus CDBG public services <br />funding should be allocated to the four underfunded projects in proportion to the amount <br />that was underfunded for each project. <br />HOUSING COMMISSION RECOMMENDATION <br />Allocate CDBG, HOME, and City Lower Income Housing funds as detailed in <br />Attachment 2. Any surplus CDBG capital funding should be allocated to the Housing <br />Rehabilitation Program reducing the HOME funding by the same amount to keep the <br />total allocation constant. <br />RECOMMENDATION <br />Adopt the attached draft resolution (Attachment 1) to approve the allocation of funds for <br />FY 2009 as listed in the attached Table A to Attachment 1, and to authorize the City <br />Manager to enter into contracts with subrecipients for FY 2009 funding and to take all <br />other necessary actions to carry out the CDBG and HOME programs for FY 2009. <br />Staff's recommendation reflects the actions of the Housing and Human Services <br />Commissions. <br />FINANCIAL STATEMENT <br />The allocation of federal CDBG funds will not have a direct fiscal impact on the City. If <br />approved by the Council as recommended by the Housing Commission and staff, the <br />City would also commit a total of $80,729 in City Lower Income Housing Funds for <br />FY 2009 to supplement several housing services. This level of funding is consistent <br />with supplements that have been approved in prior years. <br />
