THE CITY OF ^ ^ -° ~°' "='~ "" CITY COUNCIL AGENDA REPORT [~L£~S~4NTONm April 7, 2009 Assistant City Manager TITLE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUND ALLOCATIONS FOR FISCAL YEAR 2009 SUMMARY Staff estimates that Pleasanton will receive approximately $250,000 in CDBG funds for FY 2009 (2009/10). The final grant amount has not yet been provided by HUD and has been delayed this year due to passage of the economic stimulus package. This report summarizes the new applications that were received from local non-profit agencies for FY 2009 CDBG funding and makes a recommendation for the allocation of funds for the coming fiscal year, which begins July 1, 2009. HUMAN SERVICES COMMISSION RECOMMENDATION Allocate CDBG funds as detailed in Attachment 2. Any surplus CDBG public services funding should be allocated to the four underfunded projects in proportion to the amount that was underfunded for each project. HOUSING COMMISSION RECOMMENDATION Allocate CDBG, HOME, and City Lower Income Housing funds as detailed in Attachment 2. Any surplus CDBG capital funding should be allocated to the Housing Rehabilitation Program reducing the HOME funding by the same amount to keep the total allocation constant. RECOMMENDATION Adopt the attached draft resolution (Attachment 1) to approve the allocation of funds for FY 2009 as listed in the attached Table A to Attachment 1, and to authorize the City Manager to enter into contracts with subrecipients for FY 2009 funding and to take all other necessary actions to carry out the CDBG and HOME programs for FY 2009. Staff's recommendation reflects the actions of the Housing and Human Services Commissions. FINANCIAL STATEMENT The allocation of federal CDBG funds will not have a direct fiscal impact on the City. If approved by the Council as recommended by the Housing Commission and staff, the City would also commit a total of $80,729 in City Lower Income Housing Funds for FY 2009 to supplement several housing services. This level of funding is consistent with supplements that have been approved in prior years.
