THE CITY O{Fy <br />-.. ifin: n ~~......~ ~w <br />~L~~1S~4NTONc CITY COUNCIL AGENDA REPORT <br />April 7, 2009 <br />Assistant City Manager <br />TITLE: APPROVAL OF A RESOLUTION ESTABLISHING FIXED AND UNIFORM <br />REFUSE COLLECTION AND RECYCLING SERVICE RATES AND <br />APPROVAL OF NEW CURBSIDE RESIDENTIAL AND COMMERCIAL <br />RECYCLING PROGRAMS <br />SUMMARY <br />The City has maintained an exclusive refuse collection and recycling franchise <br />agreement (Franchise) with Pleasanton Garbage Service (PGS) since 1989. PGS <br />provides all residential and commercial collection services, including the separate <br />collection of green waste and food scraps from residences. In accordance with the <br />terms of the Franchise, PGS may request adjustments to refuse collection and recycling <br />service rates if it provides detailed information supporting the adjustment. In August <br />2007, PGS submitted its initial proposal for a service rate adjustment, and the City <br />Council approved an interim rate adjustment in June 2008. A City Council subcommittee <br />(Subcommittee), comprised of Mayor Hosterman and Councilmember Sullivan, has met <br />with staff to review PGS's request and it has approved forwarding the Council a rate <br />and service proposal. In addition to the requested service rate adjustment, the <br />Subcommittee and PGS have agreed to a new residential curbside recycling program <br />and a new commercial recycling program. The residential program is expected to be <br />implemented by the end of this calendar year while the commercial program will be <br />implemented in March 2010. <br />RECOMMENDATION <br />1. Approve the attached resolution establishing fixed and uniform refuse and recycling <br />service rates for residential and commercial customers. The collection and service <br />rates will be in effect for the quarter beginning April 1, 2009. The rate adjustment for <br />the new recycling program will go into effect as the programs are implemented. The <br />adjusted rates will be in effect through March 2011. <br />2. Approve the new residential curbside and commercial programs, and associated fee <br />adjustments, as outlined in this report. <br />FINANCIAL STATEMENT <br />The City pays for all of its refuse services and as a result, these will increase by the <br />amounts as set forth in the attached resolution. The City may contribute a portion of its <br />Measured D funding to offset producing educational and promotional materials for new <br />programs and the purchase of new recycling containers. <br />
