• Improve EI Charro at I-580 EB Off (#51), per MM TR-6 C. <br />[This project is not included in the Phase 1 Interchange <br />Improvements to be constructed by the City of Dublin. This <br />improvement has been identified in the City of Livermore's EI <br />Charro Specific Plan EIR. As provided in the Cost Sharing <br />Agreement dated September 4, 2007 between the Cities of <br />Pleasanton and Livermore and the Surplus Property Authority of <br />Alameda County, if the City of Livermore has not constructed the <br />modification to the Caltrans I-580/Fallon Road Interchange <br />Modification (Project #04-257604) that is identified in this EIR, the <br />City of Pleasanton will be responsible to construct the modification. <br />With the construction of these improvements, this impact will be <br />mitigated.] <br />8. Increased traffic and unacceptable levels of service at three intersections <br />not within Pleasanton. <br />Finding. The City finds that mitigation measures identified for two of the <br />intersections noted below, Fallon Road at Dublin Boulevard (#56) and <br />Tassajara Road at Central Parkway (#60), are feasible and have been <br />incorporated into the MMRP; however, unless the intersection <br />improvements are implemented by the governing jurisdiction where the <br />intersections are located, the impact would remain significant and <br />unavoidable. A statement of overriding considerations for this impact <br />is made in the following section. The mitigation measures for the <br />Dublin Boulevard at Dougherty Road intersection (#D1) are infeasible <br />and a statement of overriding considerations for this impact is made in <br />the following section. The feasible mitigation measures are: <br />• Improve Fallon Road at Dublin Boulevard (#56), per MM <br />TR-8C. <br />• Improve Tassajara Road at Central Parkway (#60), per MM <br />TR-9C. <br />• Seek an Interagency Cooperative Agreement to fund and <br />complete traffic mitigation measures in other jurisdictions, <br />per MM TR-11 C. <br />DEIR, p. 4-18 and FEIR, p. 3-69 <br />Findings Demonstrating No Need for Recirculation <br />1.
