Staples Ranch, owned by the ACSPA, is an approximately 124-acre site of <br />undeveloped land within the 293-acre Stoneridge Drive Specific Plan area. The Project <br />Sponsor seeks to modify the land use plan for the Staples Ranch site to allow for an <br />auto mall, a senior continuing care community, a commercial center, a community park, <br />and a neighborhood park/stormwater detention facility. The proposed project also <br />includes annexation of approximately 165 acres to Pleasanton, consisting of the <br />unincorporated portion of Staples Ranch and adjacent road and flood control right of <br />way, and receiving additional entitlements including, but not limited to, planned unit <br />development (PUD) prezoning and PUD development plans for each of the project <br />developments, a tentative map and final subdivision map(s), public improvement plans, <br />and a development agreement between the ACSPA and the City of Pleasanton. <br />The proposed amendment to the 1989 Specific Plan would also modify EI Charro Road <br />improvements to eliminate the quarry truck tunnels called for in the 1989 Specific Plan <br />and to reflect the improvements described in the September 2007 Pre-Development <br />and Cooperation Agreement between Livermore, Pleasanton, Alameda County, the <br />ACSPA, and Vulcan Materials. <br />As described in the project EIR, the proposed project would amend the Specific Plan <br />circulation improvements so that Stoneridge Drive would not fully extend as a four lane <br />road from its current terminus east of Trevor Parkway to EI Charro Road until after full <br />buildout of the proposed project. Instead, Stoneridge Drive would be extended from its <br />current easterly terminus at Trevor Parkway as a two-lane road over the Arroyo Mocho, <br />providing access to the proposed senior continuing care community, neighborhood <br />park, and the western entrance to the proposed community park. Access to the <br />proposed auto mall, commercial center, and the eastern entrance to the community <br />park would be provided by a new four-lane road off EI Charro Road, identified as Auto <br />Mall Place in the conceptual site plans. Vehicular access between Auto Mall Place and <br />Stoneridge Drive would be limited to emergency vehicles and possibly buses. However, <br />the City has decided to reject this proposed amendment to the Specific Plan's <br />circulation improvements.
