The City finds that the following mitigation measures are feasible and <br />have been incorporated into the MMRP, thereby mitigating the impact <br />to a less-than- significant level: <br />Implementation of Mitigation Measures VQ-3.1 through VQ-3.4 [see <br />mitigation measures listed above for Aesthetics and Visual Resources, <br />Impact 2 -Light and Glare], which would require preparation of a <br />lighting plan for the Staples Ranch site, and would reduce the potential <br />for safety impacts from light and glare at the Staples Ranch site. <br />DEIR, p. 3-4-18 <br />Findings Demonstrating No Need for Recirculation <br />1. Effect of Concurrent Extension on Hazards and Hazardous Materials <br />The Concurrent Extension of an additional two lanes of Stoneridge Drive <br />during buildout of the project will not alter the conclusions of the Draft EIR <br />regarding potential hazards and hazardous materials impacts. Most such <br />risks are associated with the proposed uses of the project site, which <br />remain unchanged with the Concurrent Extension; the potential for a <br />hazardous release with the Concurrent Extension is therefore the same as <br />under the Deferred Extension. Any potential for exposure to hazardous <br />materials due to earlier construction of Stoneridge Drive with the <br />Concurrent Extension will, as with the Deferred Extension, be reduced to a <br />less than significant level through compliance with federal, state and local <br />use, storage and transport regulations and the mitigation measures <br />proposed in the Draft EIR. The Concurrent Extension therefore will not <br />pose any new significant hazards or hazardous materials impacts or <br />substantially increase the severity of such impacts beyond what is <br />identified in the Draft EIR. <br />Hydrology and Water Quality <br />Findings Regarding Significant Impacts <br />1.
