of which are not very attractive. He indicated that he felt they could come in with <br />larger lots than those on his [Mr. Babbitt] property and on the Mariposa lots. He <br />noted that the side yard setbacks for the Mariposa project are 15 feet and 15 feet, <br />and those at Serenity Terrace are 30 feet and 30 feet; the side yard setbacks <br />proposed for this property are 35 feet and 35 feet, and the front and rear yard <br />setbacks are 30 feet. <br />Mr. Babbitt noted that they are trying to be sensitive as they increase the lots to have <br />large side yard setbacks, and rather than doing envelopes, they will lay out typical <br />house plans to show that there will be openness along the golf course. He added <br />that they are also proposing to replace the chain-link fence with wrought-iron <br />fencing, with fully landscaped lots adjacent to the golf course. He stated that when <br />the golf course was built, a deep well was installed on the Wentworth property for <br />watering the golf course, and they are proposing to dedicate a parcel of land around <br />the well and give the City the right to pump out of the lake system for emergency or <br />earthquake purposes. He indicated that they are also proposing that each of the lots <br />would achieve 200 green points, which would be significant as it would be 150 points <br />beyond what is required by the City. He concluded that they are trying to make the <br />development between this property and the golf course much more attractive for the <br />City. <br />Commissioner Narum asked Mr. Babbittwhether or not he sees an advantage in <br />combining an HOA with Serenity Terrace. Mr. Babbitt replied that he did not see any <br />real advantage as the road would be public, just as Sanctuary Road is public. He <br />added that there is nothing in the property thatwould require an HOAto maintain, <br />unless Serenity Terrace would help maintain the rock entry walls. <br />In response to Commissioner Narum's inquiry if the same design guidelines as those <br />of Serenity Terrace would apply, Mr. Babbitt replied that they were the same, except <br />that this project would include an additional 200 green building points. <br />Commissioner Fox noted that Mr. Schlies had discussed not having horses, ducks, <br />and chickens by the golf course and asked Mr. Babbitt if he were aware that six <br />chickens are allowed in anywhere in Pleasanton. <br />Mr. Babbitt replied that the Happy Valley Specific Plan allows one horse per acre so <br />there could be two horses on each of the parcels; additionally, they are also allowed <br />other animals based upon certain acreages. He noted that the buyer of this type of <br />parcel might be someone who would most likely not landscape an entire parcel, <br />especially if it has horses and animals. He added that from his experience, building <br />adjacent to land that has farm animals will result in flies and odors and that many <br />people with acreage do not take care of their property and stockpile cars and other <br />things. <br />PLANNING COMMISSION MINUTES, January 14, 2009 Page 21 of 35 <br />
