safety of the children. In a community where most parents work, the need for suitable childcare
programs will continue to grow and she does not wish to see the Council continually attempt to
make legal determinations without any set standards.
She also expressed concern that Condition 21 would set a precedent granting all childcare
facilities in the City a master permit to its parks; doing so places undue burden on the condition
of playgrounds and parks as well as the limited budgets charged with their maintenance.
Mayor Hosterman suggested that the Council discuss how to address Councilmember Sullivan's
and McGovern's concerns during Matters Initiated but said that State has made its position on
the exemption clear and the Council's role tonight is to operate within that. She said that the wild
success of this program clearly requires a larger space and Ms. Zheng has done a marvelous
job of marrying the church with an opportunity for children to improve their English and math
along with Chinese language and culture.
Motion: It was m/s by Thorne/Cook-Kallio to adopt Resolution No. 09-263 to uphold the
Planning Commission's approval of a conditional use permit with the conditions set forth by
staff. Motion passed by the following vote:
Ayes: Councilmembers Cook-Kallio, Thorne, Mayor Hosterman
Noes: Councilmembers McGovern and Sullivan
Absent: None
BREAK: Mayor Hosterman called for a brief break and thereafter reconvened the regular
meeting.
9. Continued from January 6, 2009 -Public Hearing: PUD-74, Ponderosa Homes -
Consider an application for Planned Unit Development (PUD) development plan approval
to construct 110 detached single-family homes for residents aged 55 and older at
1 Reimers Drive in the Ironwood Development; and consider the Negative Declaration
Mr. Dolan provided the staff report and reviewed the application for 110 units of age 55 and over
single family detached homes with lots ranging in size from 5,100 to 13,500 square feet. Each
model has a number of different elevations with three out of four homes being single-story.
The project was originally envisioned as part of a PUD approved by the City Council in 2002
which allowed either the medium density residential project proposed or a school facility. The
subject site comprises 23 acres situated directly east of the existing Ironwood development,
immediately north of Pleasanton's OSC, south of Zone 7 Lake I, and west of the property
formerly owned and operated by Hanson Properties. The fairly level site was formerly and still is
potentially used for staging for the adjacent Ponderosa Project.
In addition to single family homes, the project contains substantial amenities including a two
acre recreational complex with a bocce court, pool, pool deck, lawn area, and 4500 square foot
clubhouse. The clubhouse has an architectural style reminiscent of mission, craftsman, and
California winery type buildings which is somewhat consistent with the architecture of both the
previous and proposed developments. It includes a clubroom, wine locker, office, exercise
room, flex space, storage, bathrooms, a patio, and facilities to house pool equipment.
Mr. Dolan explained that review of this project generated concern in four main areas: internal
circulation, interface with adjacent existing residential uses, trail access, and traffic impacts.
City Council Minutes Page 9 of 19 February 17, 2009
