Kay Dayton said that as a member of the 55 and over community, she has long awaited the development of an adult community within Pleasanton. She has visited similar communities throughout the state, envies those who live there, and already has her eye on a lot in this development. Dolores Bengston thanked the Council for delaying action on the item until the Ad Hoc Trails Committee and Parks and Recreation Commission had an opportunity to weigh in on trail access. She expressed full support for the solution proposed by the applicant and noted the obvious community advantages afforded by staff's suggestion to construct immediate trail access from the end of Mohr Avenue. She also suggested that the applicant consider the use of Australian and South African plants in addition to California native plants. Christine Steiner shared the concerns of others regarding the lack of a development aimed at active seniors and agreed that a gated community is essential to safety. She said that it is wonderful that Ponderosa Homes, who has shown its commitment to the community for many years, is the one to develop this long overdue project. Bob Fulton encouraged the Council to approve the project, cited his own satisfying experiences with Ponderosa homes, noted there is nothing comparable to this in the Tri-Valley area, and said that an adult community will tend to support local businesses more than most others do. Mike Sedlak thanked the developer for agreeing to implement trail access in the project and urged the Council to support realignment of the appropriate lots if necessary. Sharrell Michelotti stressed the need for such a development and urged the Council to consider the revenue and job production that will result from this project. Graham Wallace said that the Ironwood development neighboring his home has proven to be both suitable and attractive while benefitting many seniors who reside there; he supports the proposed development benefitting a different segment of the senior community. Kurt Kummer of the Parks and Recreation Commission and Ad Hoc Trails Committee said that this is a great project with a wonderful addition to the trails system and asked the Council to support approval of the project. Mike Barris, Pastor at Centerpointe Presbyterian Church, expressed full support for the project. His church has been in partnership with Ponderosa homes from the beginning and seen how this relationship increases community connection. He noted that a number of the congregation's elder members have left Pleasanton because this sort of housing is unavailable and said that the church is excited by these plans to increase senior presence in the community. The public hearing was closed. Mayor Hosterman said based on the staff report and staff's recommendations, she feels traffic and circulation have been more than adequately addressed. She expressed a preference for staff's third trail option and the more strongly worded Condition 93 and agreed with Councilmember McGovern regarding a debris increase to 75%. She strongly urged the applicant to employ zero-turf and gray water mechanisms to every extent possible, reiterated her promise of an award, and moved to approve the PUD with the recommendations provided by staff and Council.
