"fhe <br />Chair Altamont Landfill Settlement Agreement created the Altamont Education Advisory Board to propose <br />Ki~t6 j166e allocation of funds in the Education Account for recycling education programs, job training in the field of <br /> waste prevention and recycling and rnitigating the impacts of the landfill operations in the affected <br /> community. Funds generated fi~orn the $031 per ton surcharge amount to approximately $45Q,000 annually. <br />City nfGivernwre There are five voting rnembers on the Education Advisory Board: one appointed by the Livmrorore City <br />!/ice-cfiair Council; one appointed by the Pleasanton City Council; two appointed by NCRA; and the Alameda County <br />Step(+en r13aiCey Recycling Board's environmental educator. <br /> The role of the Education Advisory Board is to annually propose the allocation of funds from the Education <br />pity of~t'Censattton Account by submitting an Expenditure Plan by April I of each year. Concurrence of Alameda County, the <br />il2ars6a~m~es cities of Livermore and Pleasanton, and NCRA in the Expenditure Plan is necessary before funds are <br /> allocated. <br /> funds arc collected from the Ahamont Landlill by the Alameda County "Treasurer. "fhe County then transfers <br />5YC`dA the annual allocation to the agency administering the funds (07-08 City of Pleasanton, 08-09 and out years. <br />~Donnn Ca6anne City of Livernore) for disbursal to grant recipients. <br /> 2008 Activities <br />jlCavtet(a Comity "fhe 2008 Expenditure Plan was approved by each of the parties in the surnmer of 2008. l~he Expenditure Plan <br />~eryding Boaal proposed the following allocations: <br />f~acnnt <br /> Mini-grants* $60,000 <br /> Project grants $230,000 <br />StnffGiaisoe Board initiated projects $50,000 <br />S6arouArneric6 Molti Ycar Grants $50,000 <br /> ALARM mitigation projects $10,000 <br /> Fund administration _ IS 000 <br /> TOTAL $415,000 <br /> *Additional mini-grants were awarded from unexpended Cunds allocated for the 2004-05. ?005-06, 2006-07 <br /> and the 2007- 08 fiscal years held by the City oC Livermore and the City of Pleasanton. <br /> Based on the allocation established by the 1xpenditure Plan, the lducation Advisory Board released a Request <br /> for Grant Applications for mini-grants and project grants pw~suant to the guidelines established in the <br /> settlement agreement. <br /> Mini-grants <br /> The Education Advisory Board awarded 41 mini-grants for projects meeting the grant criteria, as follows: <br /> Crocker Highlands Elementary School, 08-O1, Zero Waste Lunch, Oakland, West County - $2500.00 to <br /> promote Zero Waste Lunch by compensating the custodian for additional work (sorting trash), and involve <br /> students by appointing monirors, and offering prizes. <br /> Village High School, 08-02, Re-Vitalization, Pleasanton, East County - $2830.00 for the re-vitalization of <br /> school greenhouse and the creation of school gardens. <br /> Village High School, 08-03, Bulletin Board, Pleasanton, Fast Comtty - $375.00 to purchase a glass faced <br /> bulletin board to display all recycling and environmental events and activities to school district and <br /> community. <br /> Walnut Grove Elementary School, OS-04, Environmental Outdoor Education, Pleasanton, Fast County - <br /> $2500.00 to support three school wide environmental programs that will impact a large target population of <br /> students, staff and community. Education to pocus on four key area, waste management, solar and renewable <br /> energy education, responsible resource management, and building connections with the natural world and <br /> learning about healthy ecosystems. <br />
