EXHIBIT A <br />2009/2010 Expenditure Plan <br />Altamont Satlcmcnt Agrecmart <br />lducation Advisory Board <br />Plan Summary <br />I'he Altamont Landfill Settlement Agreement created the <br />Altamont Iducation Advisory Board to propose allocation of <br />funds in the Education Account Cor diversion education <br />programs, job training in the field of waste diversion and <br />recycling and mitigating the impacts of the landtill operations <br />on the affected neighboring community. Funds generated from <br />the $031 per ton surcharge originating from the Altamont <br />Landfill are expected to amount to approxirnately $450,000 <br />annually. "this per ton surcharge fee will be increase based on <br />the consumer price index effective January I, 2007. It is also <br />anticipated that additional funds will be generated Isom the <br />implementation of the tipping Cee surcharge at the Vasco Road <br />Landfill owned by Republic Services Inc. <br />The Need <br />The Altamont Landfill accepts material for disposal hom <br />Alameda County jurisdictions, and frorn the cities of San <br />Francisco and San Ramon. Funding programs in diversion <br />education andjob training in waste diversion and recycling <br />throughout the landtill service area will preserve the life of the <br />landtill and save resources. <br />Target Sectors <br />• Environmental education programs that serve schools <br />• Non-formal environmental education programs, <br />serving students K-12 <br />• Community-based environmental education programs <br />• Job training programs in the field of waste diversion <br />and recycling <br />Funding Goals <br />• Allocate $500,000 per year for outstanding diversion <br />education and job training programs. <br />• Report measurable results to the Northern California <br />Recycling Association (NCRA), Alameda County <br />Board of Supervisors and cities of Livermore and <br />Pleasanton on an annual basis. <br />• Provide up to two cents ($0.02) of every thirty-one <br />cents ($031) of the Education Account to Alameda <br />Landowners Against Mismanagement (ALARM) for <br />landfill mitigation projects (pursuant to Settlrnnent <br />Agreement sec. 733) <br />• Provide up to two percent (2%) of the funds received <br />in the Education Account to the City of Livermore for <br />financial management of the account (pursuant to <br />Settlement Agreement sec. 7.6.2) <br />February 27, 2009 <br />Objectives <br />Grants and projects: <br />u Mini-grants -The mini-grant program awards between <br />$500-$3,000 to all eligible projects that meet award criteria <br />up to the funding allocation amount. In 2007-08, mini- <br />grants supported environmental science programs and <br />school recycling and composting infrastructure projects. <br />u Project grants -The annual grant program would award <br />competitive grants up to $50,000 for projects that would <br />make significant contributions to the development of <br />sustainable diversion education programs and job training <br />in waste prevention and recycling. Types of projects could <br />include: curriculum development, district-wide diversion <br />education programs, job training programs, and <br />community-based progrars. <br />^ Multiple year grants -Allow applicants for the annual <br />gran[ program, to propose rnultiple year grants for up to <br />three years of on-going support. <br />^ Board initiated projects -Board initiated projects include <br />projects for which a separate solicitation will need to be <br />performed or special projects to be developed by the Board <br />that fulfill a special niche or program area not addressed by <br />the grants program. "types of projects could include job <br />training partnerships, outreach programs, video and <br />website development, and joint projects with other <br />agencies. <br />Deliverables and Major Milestones <br />2009-10 Continue to dcvelopjob training partnerships with <br />education institutions, state and community colleges. <br />U2009 Initiate development of 2009-10 expenditure plan. <br />2/2009 Release Request for Grant Applications for project <br />grant solicitation. Announce availability oCmini- <br />grants; award mini-grants on an on-going basis. <br />3/2009 Annual expenditure plan to NCRA, Board of <br />Supervisors and cities of Livermore and Pleasanton. <br />5/2009 Award project grants for 2008-09 school year. <br />Assumptions <br />u The environmental education community perceives a need <br />for diversion education programs and can develop grant <br />proposals that meet the goals and objectives of die parties <br />to the settlement agreement and the Education Advisory <br />Board. <br />u The Education Advisory Board can identify appropriate <br />partners for enhancing or developing job training programs <br />in waste prevention and recycling. <br />Page I <br />
