MINUTES <br />CITY OF PLEASANTON <br />REGULAR CITY COUNCIL MEETING <br />January 20, 2009 <br />CALL TO ORDER <br />Councilmember Thorne called the regular meeting to order at 7:00 p.m. Councilmember <br />Sullivan led in the Pledge of Allegiance and provided the introductory remarks. <br />ROLL CALL <br />Present: Councilmembers McGovern, Sullivan and Thorne <br />Absent: Vice Mayor Cook-Kallio and Mayor Hosterman <br />AGENDA AMENDMENTS <br />Councilmember Sullivan requested that Consent Item 4 be continued to February 3, 2009. <br />City Manager Nelson Fialho noted that staff was contacted by the applicants for PUD-76 (Item <br />17) requesting a continuance to February. <br />CONSENT CALENDAR <br />Administrative Services <br />1. Approved special meeting minutes of November 25, 2008 and special and regular meeting <br />minutes of December 16, 2008 <br />Citv Attornev <br />2. Authorized joining an Amicus Curiae brief to support the City of Irvine's efforts to challenge <br />its regional housing needs assessment <br />Councilmember Thorne reviewed the decision of the League of Californian Cities to not join in <br />the Amicus Curiae brief. If the courts do influence Irvine's RHNA numbers, those requirements <br />must be transferred to another city, therefore the League has deferred action to individually <br />cities. He noted his support, citing the general consensus throughout California is that the <br />RHNA system is in need of checks and balances via the courts. <br />Councilmember McGovern asked that the public be made aware that RHNA numbers are <br />unfunded mandates by the State requiring cities to build large numbers of housing units. Cities <br />cannot afford to meet these requirements and she concurred with Councilmember Thorne that <br />judicial review is necessary. <br />3. Public Hearing: Adopted Resolution No. 09-257 authorizing rescission of an existing <br />Williamson Act Contract and approval of a revised Williamson Act Contract on property <br />within the Vineyard Avenue Corridor Specific Plan Area <br />
