15 <br />THE CITY OF <br />~~°~~^~'~'~ "" CITY COUNCIL AGENDA REPORT <br />~'L~~S~4NTONa. <br />March 3, 2009 <br />Livermore-Pleasanton Fire Department <br />TITLE: AUTHORIZING THE EXECUTION OF A MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE <br />ALAMEDA COUNTY FIRE DEPARTMENT TO PURCHASE PORTABLE <br />RADIO COMMUNICATIONS EQUIPMENT ON BEHALF OF THE <br />LIVERMORE-PLEASANTON FIRE DEPARTMENT <br />SUMMARY <br />The Alameda County Fire Department (ACED) has been awarded a United States <br />Department of Homeland Security (DHS) regional grant. The grant will provide <br />supplemental funding for improving regional interoperability communications through <br />the purchase of portable radio communications equipment. <br />As the lead agency for the grant, the ACED will purchase portable radios on behalf of <br />the fire service agencies designated as sub-recipients, including the Livermore- <br />Pleasanton Fire Department (LPFD). Grant guidelines require the City and the ACED to <br />enter into a cooperative agreement outlining the responsibilities of both parties. <br />RECOMMENDATION <br />Authorize the City Manager to execute a Memorandum of Understanding (MOU) <br />between the City and the ACED to purchase portable radio communications equipment <br />on behalf of the Livermore-Pleasanton Fire Department (LPFD). <br />FINANCIAL STATEMENT <br />Participants of this grant are obligated to pay a proportionate share of the matching <br />funds requirement, based on the number of portable radios purchased by each sub- <br />recipient, plus any amount not funded by the grant. <br />The LPFD will receive forty-four portable radios estimated at $153,296, which is 15% of <br />the equipment purchase. The City and Livermore will equally share the fund match <br />obligation and the cost of expenses above the grant funding limits. The cost to the City <br />will not exceed $20,046. See Attachment 2 in Table 1 for a further description of the <br />funding arrangement. <br />
