1.3. ICLEI Membership and the Five Milestones <br />By adopting a resolution committing the City to locally advancing climate protection, Pleasanton has <br />joined an international movement of local governments. More than 800 local governments, including over <br />450 in the United States, have joined ICLEI. In addition to Pleasanton, all other Alameda County <br />municipalities are ICLEI members, part of the 120 member California network (approximately 80 <br />members are located in the Bay Area). <br />The Fivc Milestone Process provides a framework for local communities to identity and reduce <br />greenhouse gas emissions, organized along Live milestones: <br />(I) Conduct an inventory of local greenhouse gas emissions; <br />(2) Establish a greenhouse gas emissions reduction target; <br />(3) Develop a climate action plan for achieving the emissions reduction target; <br />(4) Implement the climate action plan; and, <br />(5) Re-inventory emissions to monitor and report on progress. <br />This report represents the completion of the first Cities for Climate Protection milestone, and provides a <br />foundation for future work to redact greenhouse gas emissions in Pleasanton. <br />1.4. Sustainability and Climate Change Mitigation Activities in Pleasanton <br />Pleasanton has already taken many steps toward increasing energy efficiency, reducing air pollution, and <br />reducing solid waste. Examples include: <br />• Working with the Alameda County Green Business Program to certify city facilities and provide <br />staff assistance to interested businesses in achieving certification. <br />• Recycling programs including: food scrap/green clipping, paper, asphalt, used oil and printer <br />cartridges. <br />• Equipping City facilities with motion occupancy sensors and energy efficient lighting. "these <br />steps reduce energy consumption, emissions generate cost savings. City facilities are also being <br />considered for lighting retrofits or alternative energy efficiencies. <br />• Partner with regional agencies and community volunteers for Ear[h Day and California Coastal <br />Clean Up Day <br />• Solar Cities Program <br />• Green Building Ordinance <br />• Construction and Demolition Debris Diversion Ordinance <br />• Commitment to the 75% waste reduction by 2010 <br />• Bay Friendly Program <br />• Rebates I'or commercial customer using water efficient equipment <br />• Battery and thermometer collection points <br />• hiitiating a transition to green fleet <br />• Converting traffic signal and street sign lights to more energy efficient LED lights. <br />• Use of solar power speed radar signs and solar powered in-pavement Flashers and beacons <br />• Testing wireless, battery powered in-pavement vehicle detection sensors to reduce power <br />consumption by replacing the traditional video vehicle detection cameras <br />2005 Q~eenhouseC~s Emissions Irnerrtory, Cityof Reas~u~tan <br />4 <br />
