Page 9
Government Greenhouse Gas Emissions in 2005
Detailed Report
Equiv C02 Equiv C02 Energy Cost
(tonnes) (%) (MMBtu) ($)
emissions factor includes CH4 and N20 emissions in C02 equivalents. The business-as-usual projections for 2020 assume no change in the PG 8
E COze emissions factor.
2. Default criteria air pollutant emissions factors are based on the Region 13 -Western Systems Coordinating CouncillCNV Average Grid Electricity
Set.
Data Sources:
1. Data provided by Maria Lara, Management Analyst, City of Pleasanton, (925) 931-5009, mlara@ci.pleasanton.ca.us.
2. Data source fle:Pleasanton OS electricity use.xls.
3. The updated 2005 PG&E C02e emission factor of 0.49 Ibs/kWh of delivered electricity is certifed by the California Climate Action Registry and
was reported to ICLEI in January 2007 by Greg San Martin. The PG&E C02e emissions factor of 53.05 kg/mmbtu of delivered natural gas, verified
by the California Climate Action Registry and the CEC.
Data entered by Ayrin Zahner, Program Associate, ICLEI, ayrin.zahner@iclei.org, (510) 844-0699, in May 2008.
Subtotal Water/Sewage 1,058 19.7 16,145 561,888
Waste
Pleasanton, CA
Reported tons sent to landfill from municipal facilities Disposal Method -Managed Landfill
Paper Products 20 0.4
Food Waste 1 0.0
Plant Debris 10 0.2
W ood/Textiles 4 0.1
Subtotal Reported tons sent to landfill from municipal facilities 0.7
Notes:
1.Government operations disposal figures were derived from an estimation conducted by on July, 27, 2006 by Maria Lara, Management Analyst, City
of Pleasanton, (925) 931-5009, mlara@ci.pleasanton.ca.us.
2. Methane recovery factor derived from the US EPA AP 42 Emissions Factors report (<htto://www.eoa.aov/ttn/chief/ao42lindex.html>), which states
that "reported collection efficiencies typically range from 60 to 85 percent" (AP 42, section 2.4 Municipal Solid Waste, 2.4-6). Following the
recommendation of the Alameda County Waste Management Authority, and keeping with general IPCC guidelines to err towards conservative
estimation, ICLEI adopted the 60°/ end of the range.
3. All disposal figures included in this inventory refer specifically to tons of waste sent to a landfill. Therefore, the tonnage fgures used do not reflect
total waste generation, but the amount of waste disposed in a land/ill. This means [hat, in the case of MSW, any waste that was diverted from the
landfll through recycling, composting, construction material re-use programs, etc. is not included in the tonnage fgures used to calculate emissions
4. Tonnage includes garbage collected from downtown facilities, the aquatic center, senior center, city offices, and corporation park. Parks are not
included.
5. Tonnage is from the year 2007, which is being used a s proxy for 2005 as data for 2005 is not available.
Data Sources:
1.
