Community Emissions <br />Residential <br />Commercial/Industrial <br />Transportation <br />Waste <br />Local Government Operations Emissions <br />Facilities <br />Vehicle Fleet <br />Public Lighting <br />Water/Irrigation <br />Solid Waste <br />Under the Community Emissions category, the inventory identifies transportation as the <br />greatest emitter (regional and local). For the Local Government Operations Emissions <br />category, City facilities are the greatest source of emissions (44%) and the City fleet is <br />the second largest emitter (24.9%). <br />The Community Emissions results provided by ICLEI were compared to the GHG <br />emissions calculations prepared by LSA Associates for the Draft EIR on the General <br />Plan (August 2008). The table below compares Community Emissions by sector in <br />percentage terms of carbon dioxide equivalents (CO2e) as reported by ICLEI's 2005 <br />baseline and LSA's 2008 report. <br />2005 Commercial/ <br />Community Residential Industrial Transportation Waste Total <br />Emissions <br />b Sector ___ <br />LSA 21 % 21 % 58% n/a 100% <br />ICLEI 14% 16% _ 65% 5% 100% <br />Difference 7% 5% 7% 5% -- <br />The factors accounting for these differences include: <br />• The LSA analysis was based on energy usage factors for residential and <br />commercial/industrial development, whereas the ICLEI analysis used actual <br />energy-use data. <br />• The LSA analysis for transportation was based on vehicle miles traveled from the <br />City's traffic model, whereas the ICLEI analysis was based on vehicle miles <br />traveled from a Caltrans traffic model. <br />The LSA analysis did not break out GHG production from waste as a separate <br />component. <br />Small percentage differences exist between the two analyses and transportation <br />generally continues to be the greatest GHG emitter under Community Emissions. The <br />commercial and residential categories, while tied in the LSA analysis, have minor <br />differences in the ICLEI analysis. Both studies support the general trend that <br />transportation is the greatest GHG emitter, with minor percentage differences between <br />the other categories. LSA did not conduct an analysis on government operations. <br />Page 3 of 5 <br />
