Jennifer Roush, Coordinator of the Assets initiative, introduced Abby Johnson and the Club 40 <br />of Lydiksen Elementary. Ms. Johnson explained that the group of fifth graders has worked <br />tirelessly since September, with the help of their families, to manufacture blankets and dolls for <br />donation to Tri-Valley Haven. <br />Annie Johnson and Stephanie Boggs, co-Presidents of Foothill High School's Club 40, thanked <br />the Council for their support and explained that the club's developmental assets create a <br />blueprint for positive and successful choices. They added that they will soon be working on a <br />district-wide effort to help the Open Heart Kitchen feed the hungry community. <br />12. Proclamation Proclaiming January as "National Blood Donor" Month <br />Councilmember Sullivan read the proclamation, proclaiming January as National Blood Donor <br />Month, and presented it to Andy Zyla, American Red Cross. <br />Mr. Zyla thanked the City Council, explained where citizens can donate blood, and added that <br />the 846 pints collected by Pleasanton residents last year saved over 2500 lives. <br />13. Public Comment <br />Kathy Dowding read the names of the 6 soldiers who most recently died in Iraq. <br />Peter MacDonald, Chair of the Downtown Vitality Committee of the Pleasanton Downtown <br />Association (PDA), spoke on the improvements to the downtown area and explained that his <br />committee is attempting to identify small investments that will have a significant impact on the <br />downtown area. The committee's task forces have identified the priorities as improving the <br />aesthetics of the south entrance and creating a pedestrian safe walkway from Main Street to the <br />Firehouse Arts Center that is well-lit and passable. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />14. Adopt a Resolution accepting the Mid-Year 2008-09 Operating Budget Update and <br />amending the 2008-09 Operating Budget <br />City Manager Nelson Fialho explained that the City's financial policies mandate the presence of <br />specific reserve accounts to address temporary recessions and economic uncertainty; <br />conservative investment practices; and ongoing financial review on a quarterly, mid-year, and <br />annual basis. <br />Mr. Fialho outlined the financial actions of the resolution which are to adjust the current year <br />revenue projections to reflect the lower than expected tax revenues; adjust expenditures, <br />including the reprioritization of planned vehicle replacements, maintaining certain non-essential <br />personnel vacancies, and updating overhead charges to the City's enterprise water and sewer <br />funds. To prepare for a possible future impact relating to the economy, staff also recommends <br />the transfer of $3 million from the Capital Improvement Project Reserve (CIPR) to the <br />Temporary Recession Reserve. <br />In addition to these mid-year adjustments, the next two year operating budget will reflect the <br />operating impacts of new facilities like the Alviso Adobe Community Park, Bernal Community <br />Park, and the Firehouse Arts Center; include new programs designed to strengthen the local <br />City Council Minutes Page 3 of 11 January 20, 2009 <br />
