builds upon the MOU to additionally allow for an ice center and open meadow to include native <br />plants, trails, and walkways. The 5-acre auto mall option is now intended for community space <br />that will house a water detention basin and the community park has been relocated to align <br />green space with the road. <br />The City has received PUD applications from all developers and is at various stages of review <br />with those. He noted that any action by the Council tonight does not approve the PUDs. Staff is <br />also in the midst of reviewing the ice center's draft Ground Lease as well the sales and <br />purchase agreement for the neighborhood park. He reminded the Council of the multi-party <br />agreement designed to involve all parties associated in the financial aspects of the park's <br />purchase and development. He also noted that Staff is reviewing the design of EI Charro Road <br />and that the costs of design and development are being assumed by Livermore through <br />Cooperative and Cost Sharing Agreements. <br />Mr. Bocian provided a history and overview of the Specific Plan document including land use, <br />access and traffic analysis; he noted that the latter is significantly reduced compared with the <br />original plan. <br />Mr. Bocian reviewed the annexation proposal, explaining that should the Council approve all of <br />the planning documents, the City intends to request annexation of the 123 acres that currently <br />lies in the unincorporated area of Alameda County. The area to be annexed is larger than the <br />project site itself and extends across I-580, includes all of EI Charro Road and spans the Arroyo <br />Mocho. He highlighted the Specific Plan policies that will guide the PUDs and said that staff <br />expects to develop additional conditions to enhance those policies as the planning process <br />develops, noted that staff has received comments throughout the process on the need for an <br />adequate buffer between the auto mall and continuing care community and outlined the current <br />proposal that plans for a wall, tall trees, shrubs, and vegetative swales that will serve as a <br />buffer. He also outlined the berm concept intended as a buffer between the continuing care <br />community and I-580 and noted that it accounts for any future widening of the freeway. <br />The amended Specific Plan includes information regarding financing of the project which will be <br />shared by project developers, Pleasanton, Alameda County Surplus Property Authority <br />(ACSPA), and Livermore. Pleasanton's financial involvement entails improvements to the <br />community park, EI Charro improvements south of Jack London, a share of the neighborhood <br />park acquisition and storm water flow control basin improvements, and future improvements to <br />the extension of Stoneridge Drive. <br />Mr. Bocian reviewed the zoning and rezoning of the project as recommended by staff. He noted <br />that a 19-foot portion of the site will be dedicated to the property owners currently residing at <br />Vermont Place; this area will be zoned PUD-MDR which matches the zoning currently in place <br />there. <br />The EIR document addresses subjects related to visual and air quality, transportation, and <br />biological resources; hazardous materials, land use, hydrology and water quality; noise, <br />population and housing, and water supply. The EIR studied the possible options including No <br />Project, the existing Specific Plan, and an Open Space Ice Center Alternative. Staff believes the <br />Ice Center Alternative to result in the least environmental impact, be consistent with the Staples <br />Ranch Community Park Master Plan, and recommends it to the Council for adoption. <br />The EIR concludes that there are a significant number of mitigation measures that would result <br />in all environmental impacts being less than significant with the exception of: <br />City Council Minutes Page 3 of 15 February 3, 2009 <br />
