A concurrent Cost Sharing Agreement between Livermore, Pleasanton, and the Alameda <br />County Surplus Property Authority executed in September 2007 specifies that the El <br />Charro Road improvements will be paid for by Livermore and the ACSPA, while <br />Livermore and Pleasanton will contribute to the cost of the El Charro Road interchange <br />improvements, including any change orders required to make the transition to the new, <br />widened El Charro Road improvements. Both the Cost Sharing and Cooperation <br />Agreements contain provisions which permit the ACSPA to take over construction of the <br />El Charro Road improvements if they haven't been constructed by Livermore prior to <br />annexation by Pleasanton. However, it is currently anticipated that Livermore will begin <br />construction of the El Charro Road improvements in early 2009. <br />Livermore's El Charro Specific Plan also includes the extension of a regional trail from <br />Isabel Avenue to El Charro Road along the Arroyo Las Positas. This would be a <br />potential future connection with trails in Pleasanton along the Arroyo Mocho. <br />C. Staples Ranch Roadway Improvements <br />Figure IV -3 illustrates Staples Ranch circulation. The Auto Mall site and <br />Retail/Commercial site adjacent to El Charro Road, as well as the eastem portion of the <br />Community Park site, will be accessed by a new four lane divided road with turn lanes <br />constructed off El Charro Road, identified on the site plans as Auto Mall Place, as <br />illustrated in the conceptual cross section in Figure IV -4. Auto Mall Place would have a <br />signalized intersection at the entrances to the Auto Mall and Retail/Commercial sites. <br />Access to the Community Park site from the east will utilize a short extension of Auto <br />Mall Place beyond the planned intersection. <br />Access to the Continuing Care Community, Neighborhood Park, and the westem portion <br />of the Community Park sites would be via a two lane extension, with turn lanes, of <br />Stoneridge Drive from its current eastern terminus at Trevor Parkway south of the Arroyo <br />Mocho. A new two lane curving bridge would be constructed over the Arroyo Mocho <br />channel. Stoneridge Drive would terminate approximately 800 feet north of the Arroyo, <br />with a two lane public road, with turn lanes, providing access to the Neighborhood Park <br />and the northern portion of the Continuing Care Community. The Community Park site <br />to the south, would have direct access to the extension of Stoneridge Drive. Although the <br />Community Park could be accessed from both Auto Mall Place and Stoneridge Drive, the <br />Park's interior circulation would be designed to prohibit vehicles (except emergency <br />vehicles) from traveling from Stoneridge Drive to Auto Mall Place.
